　　失独家庭是指一对夫妻中女性年过49岁而失去独生子女的家庭。

　　据预测，今后10-20年内失独家庭将增至5万户。在调研中，民盟市委注意到，目前上海的失独父母年龄普遍较大，母亲为49岁占失独母亲的92.5%，7300多名已经丧失了生育能力。而且失独父母中近七成退休，90%以上年收入在6万元以下，2292名失独父母患有一定程度的慢性病，占总数的15.01%，这一群体面临着经济、心理、健康等多重困境。

　　民盟市委在提案中认为，目前失独老年群体中，已有不少是孤老，如离异或一方已故的，他们在就医入院或入住养老机构等时，会碰到无监护人的问题。上海应逐步建立和完善失独家庭老人的监护人制度，建议有关部门帮助其建立监护人制度，明确居委会、村委会或有关公益性机构来承担这一社会责任。同时，提案认为应加大对失独家庭的关爱，目前，本市对失独家庭父母的特别扶助标准已从每月每人150元调整到500元，今年应重点完善与生活水平提高相适应的动态增长机制，增强保障力度。同时，有关部门可以优先安排失独父母年老后入住公有福利养老机构，在接纳老年人入住各级政府建立或者资助的养老机构时，同等情况下应优先考虑这一对象群体，并在制度层面上予以明确。对部分因收入偏低或因病而生活困难的失独父母，进行评估后应给予一定的收费减免等优惠政策。
