　　央广网北京1月1日消息(记者冯会玲)据中国之声《央广新闻》报道，从今天开始，《北京市机动车停车管理办法》正式施行，2001年3月28日经北京市人民政府第33次常务会议通过的《北京市机动车公共停车场管理办法》同时废止。这个针对北京"停车难"问题出台的新政提出了诸多号称“史上最严”的办法。

　　公安机关交通管理部门根据道路的实际情况以及根据维护交通秩序的需要，可以在道路上加装隔离桩等等设施，而其他单位的任何单位和个人不得损害、挪移或者拆除。

　　擅自在道路上设置地桩、地锁等障碍物的，由公安机关交通管理部门责令停止违法行为，迅速恢复交通。擅自在居住区公共区域内设置地桩、地锁等障碍物的由住房承建根据物业管理条例的相关规定进行处罚。擅自在道路居住区以外的其他公共场所设置地桩、地锁等障碍物的由城市管理综合执法部门责令停止违法行为恢复原状，并且要处以500元以上5000元以下的罚款。
