　　王世元指出，1996年的时候，人均耕地1.59亩，到2009年，随着人口的增长和其他因素，下降到1.52亩，明显低于世界人均耕地3.38亩的水平，且区域间很不平衡。随着我国人口的增加，人均耕地还要下降，所以耕地资源的紧缺是硬约束。补充耕地需要长期的熟化过程。从人均耕地国际比较看，仍呈下降趋势。

　　王世元说，这二次调查的数据显示，2009年全国耕地数是20.31亿亩，此后我们每年通过年度土地利用变更调查，采取与二次调查同样的方法变更，到了2012年，耕地数据是20.27亿亩，这和过去我们传统掌握的数据比，从数据上看，多出来2亿亩。大家知道，前不久中央政治局在听取二调汇报之后强调，我国的基本国情没有变，必须坚持最严格耕地保护制度和最严格的节约用地制度，必须坚守18亿亩的耕地红线和粮食底线，保持实有耕地数量基本稳定。大家看得出来，中央的要求并没有任何放松的信号，而是更加严格和明确了。
