　　中国网12月30日讯 国土资源部副部长、国务院第二次全国土地调查领导小组办公室主任王世元在今日国新办举行的第二次全国土地调查主要数据成果发布会上表示，上海、天津、海南、北京可供开垦的未利用土地接近枯竭。

　　王世元说，从优质耕地减少的情况看，13年来全国城镇用地增加是比较快的，优质耕地减少得多。13年间，城镇用地增加4178万亩，占用大多是优质耕地。仅东南沿海5省就减少了水田1798万亩，相当于减掉了福建省全省的水田面积。从补充耕地的能力和质量看，耕地后备资源严重不足。上海、天津、海南、北京可供开垦的未利用土地接近枯竭，江苏、安徽、浙江、贵州等省也都很有限，建设占用耕地的补充难度很大。同时，虽然十几年来基本实现了建设占用耕地占补平衡，但占近补远、占优补劣、占水田补旱地的问题客观存在，或者说比较普遍。

　　根据国务院决定，自2007年7月1日起，中国开展了第二次全国土地调查，并以2009年12月31日为标准时点汇总二次调查数据。二次调查首次采用统一的土地利用分类国家标准，首次采用政府统一组织、地方实地调查、国家掌控质量的组织模式，首次采用覆盖全国遥感影像的调查底图，实现了图、数、实地一致。全面查清了全国土地利用状况，掌握了各类土地资源家底。
