　　中新社北京12月28日电 十二届全国人大常委会第六次会议28日表决通过了全国人大环资委关于十二届全国人大第一次会议主席团交付审议的代表议案审议结果的报告。对于数百名全国人大代表提出的关于修改大气污染防治法的提案，全国人大环资委建议尽快修改完善有关大气环境标准、责任制及监督考核机制等法律制度，加大对违法行为处罚力度，有效改善大气环境质量。

　　大气污染防治法修改已列入十二届全国人大常委会立法规划和国务院2013年立法工作计划，由国务院提交审议，是全国人大常委会和国务院的重要立法项目。

　　徐龙等328位代表提出修改大气污染防治法的议案10件，周洪宇等30位代表提出制订清洁空气法的议案1件。议案建议尽快修改完善大气环境标准、责任制及监督考核机制、总量控制、区域联防联控、机动车污染防治、应急管理、信息公开与公众参与等法律制度。

　　全国人大环资委今年开展了大气污染防治的专题调研，跟踪研究大气污染防治法修改情况。全国人大环资委认为，议案反映了当前大气污染防治的实际需要和公众对改善大气环境质量的迫切要求，建议国务院有关部门在认真研究采纳代表议案的建议基础上，按照全国人大常委会立法规划的要求，尽快完成有关草案的审查、修改工作，及时将草案提交全国人大常委会审议。

　　据介绍，环保部针对当前严重的雾霾问题重新研究和组织起草了大气污染防治法修改建议稿。上述11件议案中提出的有关修改完善大气环境标准、责任制及监督考核机制等具体建议，基本上纳入了环保部的建议稿中。

　　中国现行的大气污染防治法自1987年制订以来，1995年和2000年作过两次修改。(完)
