  关于黄河大桥修建的昔日场景,滨州市高新区小营街道办皂户杨村的杨守信(化名)记忆犹新。他告诉记者,未通大桥前,滨州黄河两岸交通不便,“隔河如隔天,渡河如过鬼门关”,“一遇冬冰夏水,渡轮都没有了”。所以在修建之初,深受黄河隔离之苦的广大群众如拨云见日,积极支持全力配合。“我们出义务工,帮着修大桥,盼着我们的生活有个大变样儿”。


  “畅达”的出行环境在持续10多年之后的1986年,随着收费站的建立戛然而止。维修加固的黄河大桥在南岸建起了一座收费站,对来往的车辆征收通行费。从此,滨州黄河大桥挥手告别免费,进入收费时代。而这不得民心的收费,从此再无间断,整整持续了27年之久。


  皂户杨村的刘艳萍(化名)说,从她记事起,黄河大桥就一直收费不止。据记者了解,如今黄河大桥上竖起了3米的限高架,大卡车等运输车辆往往改走东侧的公铁大桥或浮桥。小轿车和公交车,构成了滨州黄河大桥的通行主力军。可以说,滨州黄河大桥已经变成了名副其实的“民生桥”。滨城区一位市民说,现在黄河大桥南来北往的都是上下班、走亲访友、办业务的,“都是关系老百姓一点一滴的事情”。而这老百姓的民生事,却因黄河大桥多年收费苦不堪言。


  对于对这些车辆收费,自然令广大市民严重不满。而黄河大桥对公车则又“另眼相待”,更激起了市民的反感。


  “身份歧视”,公车凭啥免费通行?


  刘艳萍告诉记者,黄河大桥通行费为“每次10元”,而且“滨州黄河大桥是我见过最‘大公无私’的,无论本地外地车都要交费。”其实,刘艳萍并不知晓其中内情,黄河大桥收费向来“公私分明”——即私家车收费不已,公家车畅通无阻。


  假如滨州市民居住和工作地点恰巧分布在大桥两岸,那“每周工作5天,每天往返过桥费20元,每月就得400多元,一年下来将近5000元的过桥费支出”。为了降低常年往来车辆的通行成本,黄河大桥提供办理季票优惠。据记者了解,季票最优惠的为每季度100元,但这种优惠只有小营街道皂户杨和道旭两个村庄才可享受。“黄河大桥占了我们的土地,我们享受最大折扣的优惠”。而普通私家车季票为400元,出租车因大数量团购每季度是210元。


  虽然私人车辆能享受季票优惠,但和公车比起来,优惠力度只算“小巫见大巫”。据悉,黄河大桥自收费伊始,就对公车“另眼相待”,一律免费放行。


  据滨州高新区和博兴县部分公职人员透露,只要开着公车到滨州市办事儿,经过黄河大桥一律免缴通行费。“只要拿出行车证,落实具体单位,车辆可以直接通过。”公车享有的这种特权,似乎早已有之且心照不宣。


  对公车宠爱有加,对私车收费不已,“与民争利”的黄河大桥收费性质暴露无遗。


  12月5日14时左右,记者来到黄河大桥收费站,5分钟的时间里南来北往经过的车辆就有100多辆。“办月票的不算多,每天这大桥得收多少钱啊?!”附近的一位村民说。搜刮着平头老百姓,却对“不差钱儿”的公车放行无阻,自然令市民们心生不满。


  “与民争利”,收费成众矢之的


  横亘黄河两岸的大桥收费站,因为种种不得人心的举措,业已成为滨州市民抨击的众矢之的。一位出租车司机调侃道:“来滨州和人聊天,想要骂人的话,只要谈到黄河大桥,没一个不骂的。”黄河大桥收费,在市民心目中的形象早已一落千丈,成了抗议的中心。


  博兴县一位市民告诉记者,因为黄河大桥收费站的存在,多数情况下他都会选择开车去淄博购物娱乐。“我们这儿距滨州市区30公里,离淄博市中心40公里,往来淄博畅通无阻,哪有这么窝心的收费站?”他甚至认为,收费站存在一日,博兴县消费群体就会整体南移,黄河两岸难以真正实现畅通。“从长远看,这对滨州发展很不利。”


  皂户杨村的一位年轻车主则抱怨,因为黄河大桥收费站长期收费,当地的经济潜力一直没有充分发挥起来。“我从村里坐公交车到河对岸,要3元钱。从河对岸坐公交车到长途汽车站,才要1元钱。出行成本这么高昂,我们的经济还怎么发展?”


  另据记者了解,滨州黄河大桥收费期限早已超过2004年国务院颁布的《收费公路管理条例》“经营性公路收费25年”的规定。而在黄河大桥一侧的公示牌上显示,在收费27年之后,黄河大桥还要继续再收费4年。
