　　面对目前大医院产科“爆满”的问题，北京市卫生局认为，当前存在的主要是结构性问题，即三级医院人满为患，二级和一级助产机构床位利用率不足。北京市卫生局在采取措施扩增产科床位的同时，也将完善各级医疗机构的转诊工作，引导群众理性选择助产机构，逐步形成一级、二级助产机构以接诊正常和低危孕妇为主，三级助产机构以接诊高危孕产妇为主的格局，最大限度发挥助产机构的利用效率。
