今天上午，国务院新闻办就北斗卫星导航系统正式提供区域服务一周年等方面情况举行新闻发布会。北斗卫星导航系统新闻发言人、中国卫星导航系统管理办公室主任冉承其表示，北斗系统的星座设计在世界上独一无二，在东盟应用比在中国境内效果更好，在城市导航应用方面更有优势，未来精度可达分米级。

冉承其介绍称，目前北斗系统的覆盖范围是中国和周边亚太地区，向南可到澳大利亚，因此亚太地区的大部分国家都可以使用北斗系统。北斗系统星座设计独特，是高轨、中轨组合使用的卫星导航系统，这在全世界独一无二的。由于高轨卫星的高仰角、防遮挡能力比较强，东盟国家应用北斗的效果比在中国境内应用更好，比如在泰国就可以收到北斗系统星座组网全部运行的14颗卫星，其服务性能、定位精度会更高，在东盟国家地区甚至可以达到5米左右。

冉承其表示，对于北斗的国际合作应用，中方始终持非常开放的态度，积极鼓励北斗为亚太地区国家提供更好的服务。

冉承其指出，北斗系统的介入大概有三个方面的好处：一是可以真正实现多系统的融合使用，比如亚太地区现在建有美国的GPS、俄罗斯的GALILEO、中国的北斗三大导航系统，共有20多颗卫星，使用起来的安全性、可靠性性都高得多；二是由于北斗星独特的星座设计，在城市导航应用方面，特别是在有“城市峡谷”、多层立交、树木遮挡的环境下，北斗更好用；三是由于北斗还将推进双频应用以及增强系统的建设，会提供到米级及分米级的更高精度服务，这对广大亚太地区的用户也是非常利好的消息。
