　　杨文庄说，各地人口寄生部门在摸底调查相关人员的情况后，将由省级人大户籍常委会通过修订人口有计划生育条例，会做出专门规定的方式，依法实施单独两孩政策，单独两孩政策的实施时间最早将会在明年一季度。

　　国家卫生计生委副主任王培安此前曾表示，随着单独两孩政策的落实，近几年出生人口会有所增加，大概每年增加200万人左右，但是这一数字对各地富有保健机构而言也是不小的考验。

　　杨文庄：这一次符合政策的再生育人群中，很多的夫妇年龄比较大，相应出生的风险比较高，国家卫生计生委要求各地要加强计划生育基础服务机构和妇幼保健机构的建设，全面开展免费优生健康筛查工作。
