　　新华网北京12月23日电(记者陈菲) 23日提请十二届全国人大常委会第六次会议审议的行政复议法执法检查报告指出，2010年起全国行政复议案件年均收案量超过10万件。行政复议综合纠错率约为35%。

　　执法检查报告显示，行政复议法颁布实施14年来，全国各级复议机关共收到行政复议申请112万件，其中受理101万件，审结92万件。从申请复议的内容看，与群众切身利益关系密切的交通管理、治安处罚、征地拆迁、社会保障等方面的行政复议案件占较大比例。审结的案件中，维持决定的53万件，撤销、变更、确认违法和责令履行决定的13万件，被申请人自行纠错后申请人撤回申请的19万件，行政复议综合纠错率约为35%。

　　据了解，目前，全国每年受理的行政复议案件数量与一审行政诉讼案件数量基本持平。有的地方和部门行政复议案件数量已经超过一审行政诉讼案件数量，黑龙江、上海等省市每年受理的行政复议案件超过或者接近一审行政诉讼案件的2倍，全国海关系统近3年行政复议案件数量已达行政诉讼案件数量的5倍。

　　报告指出，为解决行政复议资源配置不合理、社会公信力不高、权威性不够等问题，自2008年起，国务院法制办开始推动以案件审理权限相对集中、吸收外部力量参与案件审查为主要内容的行政复议委员会试点工作，目前已有24个省(区、市)的190多个市、县开展试点。从试点情况看，办案质量有所提高，行政复议公信力有所增强。

　　“通过办理行政复议案件，化解了一大批行政争议，为维护群众权益和社会稳定发挥了重要作用。”全国人大常委会副委员长王胜俊23日向常委会报告执法检查情况时说。

　　2013年9月至10月，全国人大常委会执法检查组对行政复议法的实施情况进行了检查。这是这部法律颁布实施14年来全国人大常委会首次对该法实施情况进行检查。
