　　对于“弃婴岛”不同的观点，朱洪说，儿童福利院就是最大的安全岛。既然这些家长万般无奈弃婴，安全岛是保护弃婴的最后的办法。我国法律有明文规定，地方行政部门必须承担弃婴的抚养。虽然刑法规定弃婴是违法犯罪行为，但我国至今未有一个“弃婴罪”的判例。

　　“各地的福利院对弃婴来说都是安全岛”，而这个“岛”只是最后一道保障，要遏制弃婴，必须全社会从源头开始做起，减少病残儿，减少弃婴行为，加大处罚力度。
