　　为减少“文山会海”，这一方案要求严控发文规格数量，规定以省委或省委、省政府名义联合发出的文件每年不超过20个，以省政府名义发出的文件每年不超过50个，而且超过5000字的文件稿一律退回报文单位修改重报。此外，大幅度减少全省性节庆、论坛、展会等活动，广东各市、县(市、区)节庆活动原则上只保留最有特色的1项。
