　　公积金助长隐性福利

　　近年来，各地频曝“天价住房公积金”事件，例如今年年中曝出的吉林烟草公司所有高管的公积金账户每月入账额均超过1.4万元，大约高出当地制定的缴存上限的3倍。不少专家学者批驳称，“国企的隐性福利没有最高，只有更高”。

　　公积金制度建议取消

　　李实表示，住房公积金的问题不在于政策如何完善，而是“已经完成历史使命，建议取消，代之以住房补贴等新政策”。

　　我国的住房公积金制度始于1991年，当时国家要搞住房商品化改革，但是住房建设资金短缺，因此采用了公积金制度，从职工工资中抽取5%、单位补贴5%，用于发放住房建设贷款。

　　住房商品化改革早已落幕，公积金制度沿用至今，但近年来备受质疑。如“劫贫济富”，资金躺着缩水，存在低息账户上多年才能取出；提供贪腐空间，如今年5月，吉林通化市住房公积金中心原党组书记被查出与下属涉挪用住房公积金11.25亿元。

　　“很多私企未给员工缴纳住房公积金，这就导致很多没有房子的，反而享受不到公积金。因此，住房公积金建议取消”。

　　市管公积金提取政策无变化

　　北京住房公积金管理中心相关负责人昨天表示，目前，北京市公积金提取政策没有变化。比如对于因购房提取公积金的，只要是不超过实际所发生的住房支出即可。

　　这位负责人称，并没有听说公积金提取政策有调整，市管的公积金提取政策没有变化。

　　据介绍，按照北京住房公积金的提取办法，缴存职工有12类情形可以提取公积金账户内的存储余额，包括购房、建房、退休、租房、生活困难等。

　　由于北京购房动辄要花去上百万元甚至数百万元，因此这个总额的限定，意味着职工提取的额度限制很少，只要总额不超出购房款就行。只是每次提取时，自己的公积金账户之内最低要保留10元。

　　目前，北京实行的公积金缴存比例是12%。以一位职工5000元的月工资为例，每月单位和个人缴纳的公积金一共为5000×12%×2=1200元。

　　不过公积金月缴存额有上限。为上一年度北京市全市职工月平均工资的300%，分别乘以当年单位和职工住房公积金缴存比例。执行期为一个住房公积金年度，即当年7月1日至次年6月30日。职工住房公积金缴存额上限每年公布一次。

　　从今年7月1日起，本年度公积金的月缴存额上限定为3760元。原则上不允许单位住房公积金月缴存额突破缴存额上限。
