　　日本一方面宣称要加强国际协调，实现亚太地区和平与稳定，为确保国际社会安全与繁荣作出积极努力，另一方面却固守冷战思维，强化与有关国家的军事同盟，企图拉拢其他国家制造地区对抗，搅乱地区局势。日方这种行为，与和平发展、合作共赢的时代潮流背道而驰。这难道就是日方为东亚地区和平稳定所采取的负责任的措施吗？

　　我们敦促日方深刻反省历史，恪守走和平发展道路的承诺，以实际行动改善同亚洲邻国的关系，为维护地区和平稳定发挥建设性作用。
