　　【环球网报道 记者 乌元春】据日本共同社12月20日报道，日本自民党“东海资源开发项目小组”20日向日本官房长官菅义伟递交了一份建议书，要求把东海油气田问题提交所谓“国际法院或国际海洋法院仲裁”。菅义伟在记者会上则就这一要求表示：“政府上下将从战略角度出发加以研究。”

　　该建议书中提及有关中国计划在东海新开发7个油气田的报道，声称“日本一律不予认可”。日本自民党认为，如果中国不对提交国际仲裁做出回应，日本政府应要求中方就其理由做出解释。建议书还说，日本应与在南海问题上与中国存在争议的菲律宾及越南强化合作。

　　事实上，就东海油气田开发问题，中国外交部曾明确表示，中方的原则立场是明确的。中方在东海无争议的中国管辖海域进行油气开发活动无可非议，并要求日方不要再为中日关系改善制造新的障碍。
