　　编者按：治庸问责的第三个年头，已进入收尾阶段。12月25日，今年“十个突出问题”的承诺单位负责人将再次走进电视问政直播间，接受“期末考”。一年来，“十个突出问题”是否依旧“突出”？有哪些实实在在的变化？又有哪些“死角”还没做好？今起，本报记者分多路探访“十个突出问题”整治一年来的变化——

　　“变化还是挺明显，周一到周五店里生意比较清淡，周末大多是家庭聚餐。”昨天，一名餐馆前台说道。这家餐馆附近有几家机关单位，但一年来，这名前台的直观感受是，公务宴请明显减少，更多的是以家庭为单位的消费。

　　这是今年武汉“治奢”以来的“微波”变化。

　　减少公务活动、会议，“瘦身”节会庆典，严控公款旅游……今年的“十个突出问题”承诺，治理公务活动中的奢侈浪费居首。伴随公开承诺而来的，是越来越多的公务活动被套上“紧箍咒”。

　　市纪委公布的一组数据显示，今年“治奢”查处力度加大。截止11月25日，全市纪检监察机关开展公车私用、公款宴请、公款出国(境)旅游暗访1030次。追究99名相关人员责任，给予诫勉谈话、通报批评、停职检查、扣发绩效奖、工作性津贴等相关组织处理89人，给予党纪政纪处分10人。

　　其中，查处违反公车管理相关规定的问题68件，对76人进行了问责处理，追回车辆使用费近5000元。查处公款旅游案件8件，给予党纪政纪处分9人，组织处理11人，挽回经济损失54万余元。

　　由此带来的变化是，今年1—9月，市直106家单位“三公”经费同比去年下降近13%，其中，公务接待费用下降约39%。

　　与此同时，“瘦身”的还有各类节会庆典。以往办会展，隆重的开幕式必不可少。但今年的展会都直奔主题：机博会的开幕式变为开馆式，没有搭台、礼炮、鲜花、地毯，取消了开幕酒会和招待晚宴。市经信委今年在南京举办武汉名优产品展销会时，市领导和工作人员同住经济型酒店。据统计，今年各单位已举办节会庆典活动51项，比去年减少23项。部分全市性大型活动，实际开支金额比预算下降34%。

　　但市“治奢”专班也发现，还有少数领导干部不太“适应”，以招商引资需要、基层工作辛苦等为借口，打“擦边球”、玩“躲猫猫”；市财政监管范围限于市直部门和全额拨款事业单位，区级以下单位的“三公”经费情况不能及时掌握。

　　市“治奢”专班建议，中央已相继印发了《党政机关厉行节约反对浪费条例》和《党政机关国内公务接待管理规定》，我市要及时研究推出相应实施细则，予以贯彻落实，对其管理、运行、监督机制包括相关标准等作进一步完善和界定，从制度层面破解“治奢”。 记者王雪
