　　南都讯 记者刘凡 张小玲 孙天明 见习记者 朱凌 讨论过多次的深圳市路边停车收费方案终于正式公布，这一次，路边停车的收费标准来得更加“猛烈”：不仅此前备受诟病的停车卡“重出江湖”，收费标准也颇为惊人，全天路边停车收费的标准高达285元！昨日，深圳市交通运输委公布路边临时停车收费管理方案，宣布了关于路边停车收费的技术方案、泊位规划、收费标准等细则。据悉，该方案将作为“唯一可选项”，在12月28日关于路边停车收费的听证会上进行讨论。

　　首次公布可采用停车充值卡缴费

　　根据方案，车位检测器将被安装在路边的车位下方，只要在车位上泊车，就会有检测器自动检测到，并记录车辆停放的时间。用户开车离开泊位后，车位检测器检测到车辆离开，发送泊位状态及离开时间等信息至管理平台，管理平台计算用户停车时间及相应费用，并从用户停车账号中进行扣费，同时给用户发送停车缴费信息。

　　而在用户付费方面，《方案》中明确提出，手机用户有三种方式缴费：一种是购买手机停车充值卡，通过拨打特服短号，根据提示对停车卡进行充值，充值后再次拨打停车特服短号进行停车时段预约完成缴费；第二种是下载A PP客户端或者直接登录深圳市道路交通管理事务中心的官方网站，进行注册和向指定账户充值，拨打特服短号预约缴费，第三种则是安装电子标签的同时进行实名注册，在电子标签生成同时即有相应的账户关联。用户停车后，后台将直接通过绑定账户扣款。

　　其中，“购买手机停车充值卡”的方式为深圳首次发布。

　　收费标准不设上限

　　昨日的方案还公布了最新的路边停车收费标准：全市路边临时停车遵循“区域差别”和“分时差别”的原则。如同停车场分类一样，路边停车的车位也按照一、二、三类的划分方式，其中二类区域的路边临时停车收费标准约为一类区域的60%，三类区域的路边临时停车收费标准约为一类区域的40%。

　　具体一类区域的路边临时停车收费标准为：工作日收费标准为首半小时5元，首半小时后，每半小时10元，非工作日收费标准为首半小时2元，首半小时后，每半小时4元。7：30—22：00为收费时段，22：00—次日7：30为免费时段。

　　根据测算，这意味着如果从7：30在一类区域的路边停车，一直到第二天的7：30，收费标准达到285元/天。收费标准没有上限，而且如果白天工作日再继续停车，收费标准将继续增加。
