　　昆明信息港讯 记者合宇聪 12月18日上午，昆明市副市长阮凤斌接听12345市长热线，有市民反映了南屏步行街未成年人“抱腿卖花”现象突出，严重影响了昆明的城市形象。阮凤斌回复称自己也曾遇到过这种情况，并表示将责成相关部门对市容加强监管，对卖花小孩背后的组织者进行调查，从根本上解决这个城市顽疾。

　　在今天上午的市长热线活动中，有昆明市民通过电话与阮凤斌副市长交流了对南屏步行街不少小女孩“抱腿卖花”这一问题的看法。该市民认为，解决这个问题的关键是要找到这些孩子来自哪里，他们是不是被胁迫，背后的组织者是谁。“之前听有的花童说过，他们要是卖不出去就会被打。希望政府能重视这个事情，能帮这些孩子重回他们美好的童年生活。”

　　对此，阮凤斌回复称，“抱腿卖花”被许多媒体报道过，已经成为一个社会问题，也影响到昆明世界知名旅游城市的打造，就连自己都未幸免，曾被小女孩在街上抱腿卖花。

　　阮凤斌还表示，下一步将责成相关部门加强对相关高发路段的市容监管，并进一步着手对这些“幕后人员”的调查，采取有效措施，从根本上解决这一城市顽疾。同时加大对步行街片区市容市貌和正常秩序的监督管理的力度，让市民和游客在重要景区和街区购物旅游时，享受美好的市容和良好的秩序，展现昆明的良好形象。

　　记者就此采访了负责管理该路段的五华公安分局护国派出所民警，民警表示，目前在步行街的“花童”几乎都是由一帮安徽人控制，而“花童”则大多来自安徽和河南。自“抱腿卖花”盛行以来，护国派出所一周大概要接到5至6起警情。每当民警上前询问，或花童们看见穿制服的人靠近，花童连同他们背后的成年人就会迅速逃离现场，而对于这种强卖行为派出所也很无奈，虽然“花童”的买卖方式不妥，但他们均是未成年人，且无违法行为，目前此类行为只能靠城管整顿。

　　此次市长热线活动中，不少市民还提到了物流园区搬迁、占道经营、招商引资等一系列问题，阮凤斌都认真倾听、仔细询问，并责成相关部门现场调研、给予满意的答复。
