武汉市汉阳区锅顶山垃圾焚烧发电厂周边居民：睡一晚上，我这个嗓子就不舒服。
居民：完全受不了，病了才出院。
居民：蛮难受，刺鼻，再就是胸闷，短气，人就蛮不舒服。
更让居民们担心的是，小区里很多的孩子也都出现了不同程度的呼吸道疾病以及过敏性的皮肤病。居民张大妈的孙子才一岁十个多月，自从小区出现刺鼻气味之后，小孩子就出现皮肤过敏症状，怎么治疗也不见好转。
武汉市汉阳区锅顶山垃圾焚烧发电厂周边居民：给你们看，身上、屁股，全是这样的，这就是空气影响这皮肤不好。
央视财经《经济半小时》《经济半小时》记者：去医院看了没有？
居民：看了，医生就说是环境不好。
《经济半小时》记者看到，小孩身上、脚上都是一片片的红疹子，而孩子的一双手，也是显得异常的毛糙。
居民：你来摸他的手，毛糙得很，比老人的手还毛糙。
张大妈给《经济半小时》记者拿出了孩子的病历，她告诉《经济半小时》记者，从今年元月份开始，他们不知道带孩子跑了多少趟医院，虽然不断打针吃药，但孩子的过敏症状到现在依旧严重。
居民：着急哟，怎么不着急哟。不管什么药，别人用土方法，用药洗，没有用，就是说你这里的环境不好，在医院里，也是这么说，我们在同济医院看的呀。
出现不适症状的，还不仅仅是张大妈家的孙子，居民刘女士现在住的房子本来是她姐姐的，但是因为姐姐的孩子一住在这里就出现严重过敏的症状，所以姐姐将房子让给了她，自己带着孩子搬到了另外的地方。
武汉市汉阳区锅顶山垃圾焚烧发电厂周边居民：只要一闻到那种气味，我侄子吸了以后就会过敏，到同济里面去治疗，还是治不好，完全就不能过来，过来就全身痒，起点点。
因为害怕弥漫小区的刺激气味影响孩子健康，很多有条件的居民不得不将小孩送到别的住处生活。
居民：孙子不敢回来，如果我想看，赶快带回来，半个小时就走。
居民：有时星期天，我让儿子带孙子回来玩一下，他说臭死，不愿意回。
居民：我就这一个孙子，你说谁不想在一起呢，没办法在一起。
居民们告诉《经济半小时》记者，常年发出刺鼻异味的就是小区旁的一座垃圾焚烧厂。站在居民楼上，记者看到，这座垃圾焚烧厂和芳草苑小区几乎只有一路之隔，厂区和小区之间的直线距离不超过100米，在小区里，可以清楚看到厂区的烟筒依然在冒着黄黑色烟。《经济半小时》记者在小区采访期间，也时不时会闻到一阵阵刺鼻的臭味。

居民：太难受了。
《经济半小时》记者了解到，芳草苑小区建成时间不长，总共有6栋楼，居民500户1500人，其中有相当一部分是从别的地方过来的拆迁还建户，还有一部分是商品房，2008年，小区建成后，居民们陆续入住。不过据居民们反映，在入住之前，居民们根本没有听说过小区旁有一座垃圾焚烧厂。
武汉市汉阳区锅顶山垃圾焚烧发电厂周边居民居民：确实上了当，开放商一开始说，没有这些事情的，所以才买了这个房子的，现在真是蛮伤脑筋。
居民：像这种事情，让建垃圾焚烧厂，就不能让我们建小区。
居民们说，从2008年住进这个小区不久，就听说旁边正在建设一个垃圾焚烧厂，这过程当中包括芳草苑小区在内的周边居民们多次向武汉市、汉阳区政府部门反映，希望不要将垃圾焚烧厂建在锅顶山，但最终2012年下半年焚烧厂还是建成点火运行。
武汉市汉阳区锅顶山垃圾焚烧发电厂周边居民：我本人反映过三个渠道，环保局、信访办、区政府，环保局来了掉头就走，没有二话，没有下文，不作为。
居民：我们到工厂里面去了，跟他们交涉，他说我是从北京过来的，那是个工厂老总，这是原话，从北京过来的，现在在这里工作也是政府允许的。
居民们告诉《经济半小时》记者，从去年下半年垃圾焚烧厂点火运行到现在不过一年的时间，几乎日夜不断的臭气，不仅影响到了居民们的正常生活和健康，小区接连不断的反常现象，也让居民们心存恐惧。这是一份小区居民自己统计的一张死亡名单，从今年年初到11月份，只有1000多人的芳草苑小区接连有8位居民，因为患肺癌、肝癌、淋巴癌等疾病相继去世。
武汉市汉阳区锅顶山垃圾焚烧发电厂周边居民：我们小区一位师傅，打拳打了七八年了，他在这里住，哟，一下子死了，以前身体真是好，他打太极打了七八年啊，一检查，淋巴癌。
对于被臭气包围的居民们来说，他们现在既无奈也很无助。
居民：我们实在是没有办法，我们想多活几年，像这样搞的话，连小孩都活不长，何况我们呢？我们很难受，真是没有办法。
武汉芳草苑小区居民们说，这个小区今年以来已经有8位 居民相继因病去世，这与小区旁的垃圾焚烧厂是否有直接关系，还需要更权威的专业机构进行调查。但在居民小区旁边为什么会存在这样一个常年散发出恶臭的垃圾焚烧厂？这个焚烧厂当初是如何通过城市规划？它又是否经过环保审批？而它的排放是否达标呢？
未通过环评非法生产 16亿搬迁费去向不明
在汉阳锅顶山垃圾焚烧发电厂的大门，上面写着“北控环保—武汉博瑞环保能源发展有限公司”。仅仅看这个牌子，一般人很难知道这其实是武汉市最大的垃圾焚烧发电厂之一。公开资料显示，汉阳锅顶山垃圾焚烧厂于2005年正式立项，2006年底正式开工建设，2012年年底正式点火运行。项目设计规模日处理生活垃圾1500吨，总投资4.53亿元，由武汉市财政和武汉博瑞环保能源发展有限公司共同出资，博瑞环保负责建设和运行。
从地图上看，锅顶山垃圾焚烧发电厂地处武汉市二环和三环线之间，距离汉江仅仅1.5公里，距离汉阳区王家湾商圈仅仅3公里。而在厂区周边调查的过程中《经济半小时》记者发现，在这家垃圾焚烧发电厂的周边几百米的范围，几乎全部是居民小区或是当地村民的私房，居民至少有数万人，而距离最近的居民楼与厂区仅仅相隔几十米的距离。采访中，《经济半小时》记者了解到，无论是距离厂区几十米、几百米甚至更远的地方居民，对于垃圾焚烧厂散发出来的臭气，居民们都能闻得到。
武汉市汉阳区锅顶山垃圾焚烧发电厂周边居民：真是臭，像是鱼腥的臭味，真冲人。
居民：这一圈的村民都不敢开窗，喉咙痛，我以前没事，没开的时候，喉咙不痛，这厂开了以后，我每天要吃药，不吃药不行。
居民：怪味，相当冲人，让人无法生活，这个烟，我们在外面晒衣服，白衣服都一层黑的，这个厂不应当建在我们这个地方，对我们影响相当大。
为什么垃圾焚烧处理厂建在了居民区如此密集的地方？科学研究已显示，垃圾焚烧的过程中，会产生一种名为“二恶英”的物质，它是国际公认的一级致癌物，常以微小的颗粒存在于大气、土壤和水中，其毒性是砒霜的900倍。二恶英一旦进入人体，可以损害多种器官和系统，并从此长期积蓄在体内，最终致癌。垃圾焚烧过程中，即便有环保措施，也必然会有二恶英等有害物质随烟道，排放到空气当中。
国家《危险废物焚烧污染控制标准》明确规定，集中式危险废物焚烧厂不允许建设在人口密集的居住区、商业区和文化区。这个标准的制定，正是为了降低垃圾带来的污染风险。那么锅顶山垃圾焚烧厂为什么最终还在建在了居民区附近呢，央视财经《经济半小时》《经济半小时》记者跟随几位焚烧厂周边几位居民代表，首先来到了武汉市汉阳区环保局，环保局监察执法大队一位负责人给予了这样的答复。
武汉市汉阳区环保局工作人员：我大体的印象是2005年，就国家规划了立项了，2005年，但是不知道你们小区是2005年以前建的，还是2005年以后建的。
武汉市汉阳区锅顶山垃圾焚烧发电厂周边居民：05年以后建设的。
武汉市汉阳区环保局工作人员：现在在追责规划了。这是一个方面，第二个方面就是规划的问题，第二个方面，他是省市做的环评，这个环评以后验收，因为涉及到350米以内，还有住房就不能验收了，所以工厂没验收就投产了。
锅顶山垃圾焚烧厂05年立的项，并先于芳草苑小区规划建设，建成后没通过验收就点火运行了，到现在还属于违规项目。至于为什么规划出了问题，导致居民区和焚烧厂近在咫尺，上级相关部门正在追查。
武汉市汉阳区环保局工作人员：这个事现在国家环保部和国家监察部正在查，现在正在处理这个事，因为这个东西我们讲，它也不是我们管的，是省市管的。我大致是知道，就是纪委都介入了，我只能说到这个程度，其它的我不便于说了。
《经济半小时》记者了解到，2013年10月12日，国家环保部公开通报了全国72家污染企业名单，武汉博瑞能源环保有限公司也就是锅顶山垃圾焚烧厂名列其中。而在此之前，2013年7月，湖北省环保厅环境违法监察通报显示，锅顶山垃圾焚烧存在：未经环评验收擅自生产；治污设施未落实；擅自处置垃圾滤液；防护距离内居民未搬迁等严重违法问题，要求该厂立即停产整改，未经批准不得生产。但居民们说，他们从没听到过类似信息，并且锅顶山垃圾焚烧厂的生产根本没有停止。那么，对于这一情况，当地环保部门是否知情，又是否尽到了监管责任呢？
武汉市汉阳区环保局工作人员：他的环评，是湖北省和武汉市搞的，它不是我汉阳能管得事情。我不够级别区管它，你明白吗，我们也是没办法。
既然汉阳区环保局管不了这家企业，那么武汉市环保局又是如何监管的呢？《经济半小时》记者跟随小区居民又来到了武汉市环保局，见到了环境监察执法支队的工作人员。
武汉市环保局工作人员：选址规划，必须要承认，有这样的问题。现在相当于是一个既成事实，是一口夹生饭，武汉市政府包括给汉阳区政府的拆迁费，都已经通过转移支付的方式给了汉阳区政府，就是推动周边综合配套改造拆迁这一块。去年我记得是16个亿，这一块已经给了汉阳区了。
环保局的工作人员告诉《经济半小时》记者，根据规定，锅顶山垃圾焚烧厂周边350米防护范围之内不能有任何居民，现有居民的拆迁费用，武汉市政府去年就已经拨付给了汉阳区政府，但为什么没能进行拆迁他们就不得而知了。
武汉市环保局工作人员：我跟你讲，这个和汉阳区政府有很大的关系。这个建设，明知道它有垃圾焚烧厂还围过去，汉阳区政府还是要担一定的责任。现在我跟你讲，监察局下来已经查这个事了。
那么，没有经过环保验收、存在严重污染风险并且早就被国家环保部和湖北省环保厅要求停产的锅顶山垃圾焚烧厂，为什么能够一直在违法生产运行？武汉市环保局又是如何履行环境监管责任的呢？
武汉市环保局工作人员：我们的职权范围之内，不可能让它停产，停产的话要给市政府打报告，包括我们的报告都给市政府打了，包括它没有验收的问题，包括它已经进垃圾烧的问题。但是市政府，它也会面临很多的困难，全市的生活垃圾到哪里去。
工作人员说，武汉市城管委是垃圾焚烧厂的业务主管部门，明知道锅顶山垃圾焚烧厂存在严重违法行为，武汉市城管委为何还在为垃圾焚烧厂提供垃圾，并由他继续生产呢？
武汉市城市管理委员会工作人员：我们也跟政府打了报告，已经向它停止供应垃圾了。另外具体是怎么执行的，我不太清楚，但是肯定是我们已经不知道现在还有没有，据我了解应该是至少这个进厂的垃圾量应该是很少的。
12月5号，《经济半小时》记者随周边小区居民一起，经过一番周折，来到了锅顶山垃圾焚烧厂的厂区。进厂区之前《经济半小时》记者还特意观察了一下，工厂烟筒依然在冒烟。在焚烧厂办公楼的楼梯处《经济半小时》记者碰到了一位垃圾焚烧厂负责生产的负责人。
武汉市博瑞能源发展有限公司生产负责人：现在我们已经停产了。
武汉市汉阳区锅顶山垃圾焚烧发电厂周边居民：那你看，现在怎么那么臭啊。烟筒还在冒烟呢。
武汉市博瑞能源发展有限公司生产负责人：那我不知道。我们无法解释。
随后，这位负责人扬长而去。在这层楼的办公室，央视财经《经济半小时》《经济半小时》记者找到了这个焚烧厂的总经理助理，他并不否认工厂依然在生产，并且也承认工厂确实有臭味。
武汉市博瑞能源发展有限公司总经理助理：垃圾厂，你说完全百分之百没有一点臭味，那都是哄人的。到日本、美国都是有臭味的。但是我们这个臭味，说内心话，我还觉得我们的臭味相对来说还是比较好的。
武汉市汉阳区锅顶山垃圾焚烧发电厂周边居民：我们希望未来武汉市2049年的白云蓝天，武汉市政府自己为自己去想一个方法，我们希望尽快作出决断，不能让污染越来越深，越重，贻害无穷，政府关停并转这个厂是最好的一个决策。
尽管疑问还有很多，但随着我们《经济半小时》记者的调查，有几点现在已经可以确定：武汉锅顶山垃圾焚烧厂和芳草苑小区的规划有一方一定出现了问题，锅顶山垃圾焚烧厂未通过环评验收便擅自生产，垃圾焚烧厂的治污设施没有按规定落实。而《经济半小时》记者接下来的调查发现，武汉垃圾焚烧厂存在的问题远不止锅顶山垃圾焚烧厂这一处，并且垃圾焚烧潜在的污染危害远比居民们想象的要大。
在湖北武汉，上千户居民的居住地与垃圾焚烧厂近在咫尺，并且这样一个给居民身体健康带来威胁的项目，竟然是一个没有通过环评验收，一直在擅自生产的违规项目，而《经济半小时》记者进一步调查还了解到，武汉环保局今年的一次通报材料上显示，武汉市包括锅顶山在内的所有垃圾焚烧发电项目都存在着违规违法行为，而潜在的危害，更是让人感到了担心。
武汉全部垃圾焚烧发电厂违规 一年超20万吨致癌物“飞灰”去向何方？
公开资料显示，最近几年，武汉市正在以极快的速度推进垃圾焚烧项目，目前已规划建成5座城市生活垃圾焚烧发电厂。分别位于武汉市的青山区、东西湖区、江夏区、汉阳区以及黄陂区，其中，位于黄陂区的汉口北垃圾焚烧发电厂规模最大，日处理垃圾2000吨。
12月初，《经济半小时》记者来到位于武汉市黄陂区盘龙城的汉口北垃圾焚烧发电厂，半路上，《经济半小时》记者远远就可以看到一个大烟筒冒着滚滚浓烟，而在烟筒左侧不远就是一个居民小区。
走近厂区，一股刺鼻的气味袭面而来，门牌上写着武汉汉口绿色能源发展有限公司，厂区里矗立的一座大烟筒里，浓烟翻腾，在天空形成一条烟龙。
这个小区距离垃圾焚烧厂大约500米的距离，居民们反映，住在这里每天的臭味让人难以忍受。
武汉市汉阳区锅顶山垃圾焚烧发电厂周边居民：吓死人的味道，就是一种臭味。
居民：晚上都不出来，回去躲着把窗户关着，有时候冲鼻子，说不来那种味道。
居民们说，这个垃圾焚烧厂在这个地方已经有三年的时间，周边居住着数万居民，对于垃圾焚烧厂散发出来的刺鼻气味以及烟尘污染等问题，他们多次向政府部门反映，但都没有任何作用。
武汉市汉阳区锅顶山垃圾焚烧发电厂周边居民居民：反映无效啊，反映有啥用呢。
采访中，《经济半小时》记者了解到，垃圾焚烧厂还不仅仅是臭味和空气污染，更为严重的是，武汉市的5家垃圾焚烧发电厂，都存在违法处置 “飞灰”的问题。“飞灰”是一种垃圾焚烧的剩余物，垃圾焚烧产生的二恶英，90%都伴随其中，早在2008年就被列入《国家危险废物名录》，国家明令规定，飞灰只有在产生地进行必要的固化和稳定化处理之后，方可转移处置。飞灰一旦泄露，就会造成极大的污染隐患。在武汉市环保局的官方网站上一份公开的文件显示，目前武汉市5家垃圾焚烧发电厂每天产生垃圾焚烧飞灰约600吨，均未按国家有关规定进行固化处理。也就是说武汉市的5家垃圾焚烧发电厂都存在环境违法行为，而未经固化处理的飞灰一旦泄漏或是处理不当，飞灰当中大量的致癌物二恶英就会污染空气、水和土壤造成严重的污染事故，危机民众健康。
中国环境科学研究院研究员赵章元：国内外所有的垃圾场，飞灰最后处理得都不理想，而且基本上都没怎么处理，就随便给放出去了，基本上企业都没有按照最好的办法去处理飞灰绝大多数都把它随便固化，填埋这是好的，甚至有好的就随便埋了，这个漏洞太大，
赵章元多年来一直关注垃圾焚烧的污染控制问题。他认为，之所以国际国内对于垃圾焚烧一直存在争议，最主要还是因为垃圾焚烧之后产生的“二恶英”以及“飞灰”，这两种危险致癌物的控制和处置技术并不成熟。焚烧企业即便按照现在的国家标准达标排放，污染风险依然极大。
赵章元：达到欧盟标准就是不是就很放心了，就可以烧了呢？没有人敢保证这个，因为二恶英这个特点，是国际公认一级致癌物。它难降解，到人身体里蓄积，如果你说我，正常的这样的一些二恶英的本体，我呼吸了一点，可能还能适应，但是你在身体里，你生活在焚烧炉旁边的话，它是不断蓄积的，那迟早有一天就达到标准了，就可以致病了，所以说这个问题全世界都没有解决。
赵章元特别指出，”飞灰”这种危险的固体废物一般人很少听说，更难亲眼见到，但事实上，垃圾焚烧厂的飞灰一旦泄露或不按规定处置，造成的污染和后果，要比烟筒废气污染要大得多。
还是来看这份武汉市环保局公开的函件写明，武汉市5家垃圾焚烧厂每天产生垃圾焚烧飞灰600吨，均未按国家有关规定处理。其中4家将飞灰非法交给无处置资质的企业生产建筑材料。一家将飞灰存放于场内简易场所。也就是说，这5家企业平均每天有100吨飞灰被违法处置。
不久前，最高人民法院、检察院颁布了《关于办理环境污染刑事案件适用法律若干问题的解释》，明确“非法排放、倾倒、处置危险废物三吨以上”的情形为“严重环境污染”，可追究刑责。同时明确规定“行为人明知他人无经营许可证或超出经营许可范围，向其提供或委托其收集、储存、利用、处置危险废物，严重污染环境的，以污染环境罪论处”
赵章元认为，像武汉的这5家垃圾焚烧发电厂的行为，已经涉嫌严重犯罪，应当一查到底、严厉追责。
赵章元：应该严格按照我们的规定，应该要追究刑事责任的，你这样非法生产，出现污染的，我们国家有规定，污染到多大范围，造成多大损失，要追究刑事责任的，那主要官员还要终身追究责任，我觉得这个问题必须严肃执行，不能轻易的放过。
【半小时观察】美丽中国从环境执法的“四风”抓起
垃圾焚烧场这样需要严格监控的环保项目，竟然没有通过环保部门的环评审批，而且常年处于违法生产和违规排污的状态，这样的事情，竟然发生在武汉这个省会城市的市中心，而更让人无奈的，是当地各级环保部门的态度：对于出现的问题，区环保局说，这个问题归市环保局管，市环保局说，这是省里的项目，而省环保厅和国家环保部则都对这家企业下发过停产整改通知，事情调查到这里，我们清楚的看到，对于问题，四级环保部门都清楚，但没有一个部门真正伸出执法之手，这家企业至今也还在违法生产和排污。
经过我们《经济半小时》记者的调查，包括锅顶山垃圾焚烧厂在内的武汉全部五座垃圾焚烧发电厂，都存在环境违法行为，公开数据显示，每天这五家垃圾厂都要产生600吨飞灰，而目前，还没有看到它们对所有这些飞灰进行妥善处理的证据。根据最高检、最高法的相关司法解释：“非法排放、倾倒、处置危险废物三吨以上”的情形属于“严重环境污染”，可追究刑责。
然而法规是法规，这次对于基层环保问题的调查显示，面对严重的环保的问题，武汉各级环保部门是相互推诿，环保处罚决定竟然无人执行，成为一句空话。习近平总书记在部署党的群众路线教育实践活动时曾指出，形式主义、官僚主义、享乐主义和奢靡之风这“四风”，违背我们党的性质和宗旨，群众深恶痛绝、反映最强烈。而如果在环境行政执法领域内，我们也刮起官僚主义、形式主义之风，则是直接危害到人民群众呼吸的空气和饮用的水。十八届三中全会提出，要及时公布环境信息，健全举报制度，加强社会监督，对造成生态环境损害的责任者严格实行赔偿制度，依法追究刑事责任。我们希望总书记的话，两高的司法解释，三中全会的精神，能真正的落实到我们具体的环保工作中，给环境一个交代，给百姓一个交代。
