　　2013年12月11日凌晨1时26分，深圳市光明新区公明办事处根竹园社区荣健农副产品批发市场发生重大火灾，造成16死亡，5人受伤，过火面积1290平方米。

　　根据国家和省的有关规定，省政府成立了深圳市“12·11”重大火灾事故调查组。调查组于12月12日进驻深圳市光明新区开展事故调查工作，并聘请了火调专家组成专家组协助调查。通过现场勘验，技术鉴定和专家论证，专家组认定了火灾的起火原因。12月16日，事故调查组召开了专门会议，对该起事故的直接原因进行了认真分析和研究。

　　经调查，导致此次事故发生的直接原因是：荣健农副产品批发市场B区A栋的A56号商铺内西南角上方的自制冷藏室空气冷却器电源线短路所致。

　　经调查分析，事故暴露出违法乱搭建，没有消防设计审核、验收，商铺之间联通，未采取有效的防火分隔和技术防范措施；存在经营、储存、住宿“三合一”等违法行为；建筑顶棚和自制冷藏室使用夹有聚氨酯泡沫的板材，导致起火后火势迅速蔓延并释放大量有毒烟气；消防安全意识淡薄、消防安全责任不落实、消防安全管理混乱、隐患整治不坚决、不彻底等问题。

　　事故调查组初步认为，深圳市“12·11”火灾事故是一起违法搭建、消防安全责任不落实、管理不到位等造成的重大责任事故。

　　下一步，事故调查组将围绕事故直接原因，对事故发生的间接原因及相关管理责任展开深入调查，认真分析事故责任，依法依规提出对有关责任单位和有关责任人的处理意见以及防范事故发生的措施建议。

　　深圳市“12·11”重大火灾事故善后工作进展顺利。深圳市公安机关已对5名相关责任人员依法刑事拘留。深圳市和光明新区组织人力、物力全力做好安抚和伤员救治工作，5名受伤人员已有1名出院，其他4名受伤人员住院治疗，伤情好转，均无生命危险。16名遇难者的身份已全部确认，当地相关部门正积极做好善后等相关工作。
