　　辽宁阜新政府部门及沿街企事业单位向市民免费开放内部厕所，为百姓打开了“方便”之门。

　　内部厕所对外开放，阜新不是第一个，广东、河南、山东等地机关单位的厕所已有开放。如厕事小，却关乎百姓的直接利益，解决不好挺憋人。把内部资源变为公共资源，让人不禁点个赞。

　　开放内部资源受到欢迎，表明老百姓对更多公共资源的渴望。不仅仅是厕所，机关单位的食堂、图书馆、体育设施等，如有余力，能否也对外开放，把内部的福利让老百姓共享？

　　在笔者的家乡安徽省宣城市，政府大院就作为休闲广场对外开放。吃罢晚饭，遛弯的、竞走的、带小孩的、跳广场舞的……在院里定点聚会，好不热闹。对于我的阿姨们来说，在政府院子里跟着《最炫民族风》，跳着健身舞，再正常不过。有时还和下班的领导们打个照面，聊会儿天。政府大院就是自家的院子，丝毫没有距离感。

　　当然，目前开放这些内部资源阻力不小。有人担忧会不会不安全啊，会不会影响单位职工的工作和利益啊，会不会增加支出啊……这些纠结的心态，不是一点没道理，但也要算一算民生的小账和大账。

　　往小了说，上厕所的地方多了，墙根下不文明的行为就少了，市容、环卫的成本就低了；有地儿健身跳舞了，搓麻赌博的就少了，抓赌治赌的成本就低了。往大里讲，百姓生活便利了，拉近了政府与百姓的距离，整个城市的幸福感、凝聚力也提升了。

　　比算账更重要的是心态的开放。把内部资源变为公共资源，需要更多开放的心态。政府机关、事业单位拿的是纳税人的钱，能共享的资源，拿出来共享，也算合情合理。如果始终端着架子，分清你的我的，就是没有摆正心态。

　　民生成绩单应当是立体的，盖楼铺路是民生，开放厕所也是民生。民生工程，既需要大处资金的投入、项目的落实，也需要小处的点滴惠民。开放内部资源可以作为一个着力点，让这纸成绩单更加丰满。

　　本报阜新12月16日电(记者刘洪超)16日，记者从辽宁省阜新市环卫处获悉：为解决中心城区公厕缺失现象，阜新市环卫处于近日开展了“内厕外放”活动，积极协调政府部门及沿街企事业单位向市民免费开放内部厕所。

　　截至目前，全市已有17个企事业单位和政府机关的30多个厕所向市民免费开放。

　　据悉，阜新市环卫处组织人员，历时2个月，对市区中华路、新华街等主要街路两侧的企事业单位及政府机关进行逐一摸排。与此同时，在开放公厕100米范围内的路口、街路两侧，安装规范、醒目的公厕指示牌引导群众正常如厕。
