　　兰州晚报讯(记者朱浩源)　据统计，近年来我省发现的弃婴数量呈逐年递增趋势，其中脑瘫、残疾等重病患儿占大多数，弃婴救助难的问题亟待解决。日前，由省民政厅、省发改委、省公安厅等部门联合制定出台了《甘肃省弃婴救助管理暂行办法》，明确要求任何单位或个人发现弃婴后，要第一时间向所辖社区居民委员会或村民委员会通报，及时依法向当地公安机关报案。捡拾人或其他任何单位、个人均不得擅自将弃婴自行收养或者送给他人收养。

　　办法》明确规定，弃婴救助实行属地管辖、分段监护、迅速捡拾、及时救助，查找遗弃人与送养救助相结合、专门救助与社会救助相结合及“先救治、后结算”的原则，公安机关接到报案，应当迅速将捡拾的弃婴转送当地卫生部门指定的救治医院进行观察、体检和救治，并及时出具捡拾证明、报案证明等相关材料。各定点救治医院应在院内设立专门的弃婴救治观察室，对弃婴进行全面体检、传染病筛查、采集DNA信息、医疗救治，并做好登记和入院接收等手续，入院观察时间不得少于3天，观察期满且无明显病症的弃婴、经救治病情稳定的弃婴，由医院临时负责与儿童福利院联系，没有儿童福利院的与当地民政部门联系，将弃婴转入福利机构抚养，并同时通知转送的公安部门。发现已经死亡的弃婴，出警民警应直接联系殡仪馆，并出具相关证明等材料，殡仪馆应按规定接收处理。《办法》指出，弃婴救治医院接到弃婴后，应当及时组织医务人员进行健康检查并记录在案；对患有疾病的及时予以救治并建立详细病历，病愈后出具体检报告单和医疗诊断证明书；对有残疾的，委托残联出具残疾证明书。

　　办法》还规定，公安派出所接到弃婴报告后，应及时查找遗弃人。派出所的上级机关应对遗弃人查处工作进行统一协调，加大查找力度，必要时，可提请相关地区公安部门帮助查找。乡、镇人民政府、街道办事处应组织辖区群众和有关单位，积极配合公安部门查找遗弃人。公安部门应对查找到的遗弃人进行批评教育，责令其领回弃婴，并真心悔过；对拒绝领回弃婴或者遗弃情节严重的，应当提请司法机关依法追究刑事责任。同时指出弃婴的户籍手续，儿童福利机构收养的，由儿童福利机构按照规定程序向公安部门申请办理。公民依法收养的，由收养人按照规定程序向公安部门申请办理户籍手续，公安部门对弃婴户籍应及时予以批准办理。

　　另外，记者了解到，此次制定出台的《甘肃省弃婴救助管理暂行办法》属全国首个省级弃婴救助管理工作规范性文件，本办法自2014年1月1日起施行。
