　　公诉机关认为，应当以组织领导黑社会性质罪、强迫交易罪、敲诈勒索罪、故意损坏财物罪追究刘某的刑事责任，应以参加黑社会性质组织、强迫交易罪、敲诈勒索罪、故意损坏财物罪追究其他11名被告人的刑事责任。
