　　央广网北京12月15日消息（记者季苏平 杜希萌）据中国之声《全国新闻联播》报道，全国发展和改革工作会议今天在北京召开。国家发改委主任徐绍史透露，明年政府投资将向保障房、农村民生建设及中西部铁路建设等领域倾斜。

　　徐绍史表示，明年发展改革系统将着力调整预算内投资结构，合理确定投向，管好用好政府投资。

　　徐绍史：明年主要投向棚户区改造，保障性住房，高标准农田建设和农村民生建设，中西部铁路等重大基础设施建设，重点节能减排和环境治理工程，核心技术开发应用等重大自主创新和转型升级工程，还有教育、医疗、社会养老、食品药品安全等社会事业和社会管理，最后还有少数民族，边疆地区发展等领域。要大幅度压缩用于一般竞争性企业项目的投资，适当减少可以利用社会资金的经营性基础社会建设的投资，坚持停止建设楼堂馆所。

　　当前，我国城镇化面临巨大机遇，推进城镇化，是解决农业、农村、农民问题的重要途径。徐绍史透露，发展改革委将按照中央城镇化工作会议精神，抓紧修改完善新型城镇化规划，争取尽快发布，并将会同有关部门出台配套政策。

　　徐绍史同时强调，在稳增长、促改革的同时，还要强力推进节能减排。不过他也表示，要防止煤改气“一哄而上”，必须强化统筹协调，保障煤电油气供需平衡。

　　徐绍史：要有序的来推动“煤改气”，我们现在在做两项工作，第一个是各地针对目前已经改气的缺口有多大，新增气源要堵住这些缺口。而11月之后的“煤改气”必须有供气合同。我们现在也在协调各方增加天然气供应，需求也必须是有序的增长。
