规范社会抚养费 严查违规违纪
国家卫生计生委新闻发言人姚宏文昨日表示，国家卫生计生委将加大监督检查力度，指导基层依法做好社会抚养费的征缴公开工作，严肃查处违规违纪行为。
姚宏文说，针对基层在社会抚养费征收管理工作中存在的不规范问题，我们将进一步加强制度建设，通过建立部门协调配合机制，规范社会抚养费征收管理。
今年7月至今，已经有24个省份陆续公开了2012年度社会抚养费征缴总额，9个省市45个县公开了社会抚养费审计情况。姚宏文说，国家卫生计生委对此高度重视，要求各省份对照审计结果采取切实措施，认真整改。
他说，社会抚养费支出管理办法明确规定，社会抚养费及滞纳金应当全部上缴国库，按照国务院财政部门的规定纳入地方财政预算管理。所以，社会抚养费上缴国库后，是作为地方财政收入的一部分，由地方政府连同其他财政收入一起，统筹用于本地区各类公共服务和社会事业支出。
40城市流动人口将享卫生公共服务
国家卫生计生委流动人口服务管理司司长王谦表示，将在全国选择40个城市，全面启动流动人口卫生和计划生育基本公共服务均等化试点工作，包括建立居民健康档案、提供预防接种等服务。12月13日将在北京召开试点启动会，全面部署这项工作。
