　　人民网北京12月10日电(刘茸)在今日做客人民议事厅时，浙江省高级人民法院院长齐奇表示，推进司法公开是实现社会公平正义的重要途径，而现实中深化司法公开的最大阻力，说到底还是观念转变不易。

　　齐奇说，有的法官对公开可能还是有一些消极情绪，怕添麻烦，另一些法官因为自身的能力、素质也不愿公开，不敢公开。因为实践表明，在公开的众目睽睽之下，法官必须让自己的言谈举止比较严谨，比较符合法律的要求。他回忆，过去有的法官会因为情绪冲动说粗话，会急躁，现在就很少了，因为都会被光盘记录在案。公开形成了一个倒逼机制，推动人民法院加强队伍建设，也促使法官不断改进自身的业务能力、作风、素养。

　　12月9日，中国社会科学院法学研究所对外发布了全国首部阳光司法指数测评报告。该研究系受浙江省高级人民法院委托，基于独立、客观的身份，针对浙江省3级103家法院开展的阳光司法指数测评。测评包括审务公开、立案庭审公开、裁判文书公开、执行公开和保障机制5个板块，历时5个月。这是浙江司法系统在推进司法公开上的一次重要动作。

　　齐奇回忆说，薄熙来案件在国外得到的评论多是“原来你们这么讲法治，你们程序上这么严谨”，让他们法院系统内的人听了“有点憋气”。“其实，在我们刑庭，对此类官员犯罪的开庭，几乎个个都是这个样子，但是外面确实有很多误解，总以为你们中国都是先定后审，都是走形式，都是不讲程序的。像薄熙来这种案子，如果当时没有如此公开的审理，谣言不知道会有多少，你再解释也讲不清楚。所以了解我们刑事庭审的程序，我觉得薄熙来案件是一个很好的例子，这个例子也说明，越是社会关注重大复杂的案件，越要公开审理，才能让人民群众更加了解司法，亲近司法，信赖司法。”
