　　新华网华盛顿12月10日电（记者蒋旭峰 郭曼桐）世界银行行长金墉10日表示，中国近期宣布的一系列经济改革举措让人鼓舞，目前全球经济仍然面临较多下行风险，美国的经济政策对全球都有溢出效应，美联储应当妥善把握退出非常规货币政策的节奏。

　　金墉当天在华盛顿经济俱乐部参加活动后召开的一个小型记者会上说，中国近期提出要让市场在资源配置中起决定性作用，并且推出上海自贸区、户籍制度改革等一系列举措，中国政府对自己所设定的改革进程非常重视，中国的改革决心让人感到非常鼓舞，中国第三季度经济增长提速也是好消息。

　　金墉在回答新华社记者提问时说，全球经济仍然面临挑战，目前各界都在关注美国民主、共和两党的政府预算解决进程，希望美国两党的预算谈判能够朝着积极的方向发展。美国的最新就业数据良好，如果国会能够解决预算分歧，美国经济的增长前景将非常可观。

　　金墉表示，美联储退出量化宽松货币政策意味着美国经济增长势头转好，美联储现任主席伯南克和候任主席耶伦都很清楚美国货币政策对于全球经济的影响，伯南克今年早些时候做出将缩减第三轮量化宽松货币政策的暗示后，发展中国家的平均利率明显上行。

　　金墉认为，如果美联储在退出量化宽松货币政策的过程中能够与市场有效沟通并且循序渐进，那么美国经济增长对全球的正面效应可以帮助抵消利率上升给其他国家带来的冲击；如果美联储退出量化宽松货币政策能够顺利、缓慢地进行，那么将会给发展中国家做出相应的政策调整赢得时间。

　　在美国联邦政府10月1日起长达16天的关门风波之后，美国两党议员正在协商政府预算案。美联储本年度最后一次货币政策例会定于本月17日至18日召开，美联储决策者将商讨何时开始削减第三轮量化宽松货币政策规模。
