　　11日下午，河南省审计厅公布的河南省社会科学界联合会(简称社科联)以及河南省社会科学院(简称社科院)2012年度预算执行和其他财政收支情况审计结果表明，这两个单位存在“奢靡”之风现象。

　　2012年，河南省社科院超预算支出653万多元。同时，超标准列支102万多元的业务招待费，挤占了公务费。

　　这个单位还发放劳务费等195万多元，未代扣代缴个人所得税。审计结果显示，其名义五花八门，如支科研奖励、管理服务奖，发放稿酬、劳务费、专家费等。

　　河南省社科联也存在超限额列支招待费问题，有16万多元主要用于组织专家开展学术活动。同年5月，该单位还收到财政拨入“省社科联第八次代表大会会议经费”140万元，截至审计时该项目仍未实施。

　　一天前的12月10日，审计部门公布的河南省科学院、河南省政府发展研究中心2012年度预算执行和其他财务收支，也存在类似问题。

　　2012年，河南省科学院在项目支出中违规列支各种费用192万多元，用于会议费、慰问费、宣传费，以及项目、职称评审费。其中，其他零星维修费、招待费等费用67万多元。
