　　新华网北京12月6日电(记者 杜宇)从2014年起，各地公共租赁住房和廉租住房并轨运行，并轨后统称为公共租赁住房。这是记者6日从住房城乡建设部获悉的。

　　据住房城乡建设部有关负责人介绍，住房城乡建设部、财政部、发展改革委三部门联合发出通知，要求从2014年起各地廉租住房(含购改租等方式筹集，下同)建设计划调整并入公共租赁住房年度建设计划。2014年以前年度已列入廉租住房年度建设计划的在建项目可继续建设，建成后统一纳入公共租赁住房管理。

　　廉租住房并入公共租赁住房后，地方政府原用于廉租住房建设的资金来源渠道，调整用于公共租赁住房(含2014年以前在建廉租住房)建设。原用于租赁补贴的资金，继续用于补贴在市场租赁住房的低收入住房保障对象。

　　从2014年起，中央补助公共租赁住房建设资金以及租赁补贴资金继续由财政部安排，国家发展改革委原安排的中央用于新建廉租住房补助投资调整为公共租赁住房配套基础设施建设补助投资，并向西藏及青海、甘肃、四川、云南四省藏区、新疆维吾尔自治区及新疆生产建设兵团所辖的南疆三地州等财力困难地区倾斜。

　　三部门要求，进一步完善公共租赁住房租金定价机制。各地可根据保障对象支付能力的变化，动态调整租金减免或补贴额度，直至按照市场价格收取租金。同时，要进一步完善公共租赁住房的申请受理渠道、审核准入程序，提高效率，方便群众。
