　　民政部将确定部分地区进行养老服务业综合改革试点，力争在优惠政策方面再取得突破。同时民政部将积极推进有条件的公办养老机构进行市场化改革，对于新建的公办养老机构，原则上实行公建民营，同时进一步推动民办公助、政府购买服务，营造公办养老机构和民办养老机构公平竞争的氛围。

　　福利服务制度“补砖头”“补床头”“补人头”

　　在发挥政府作用方面，窦玉沛认为，要强化政府的职能，通过简政放权、创新体制机制激发社会活力，来为广大老年人提供多样化的养老服务需求。 加快建设一个以居家为基础、以社区为依托、以机构为支撑，功能完善、规模适度、覆盖城乡的养老服务体系，为广大老年人提供基本的养老服务。 公办养老机构以及通过政府购买服务，要保障城乡的“三无”老人、低收入家庭的老人以及困难家庭的失能、半失能老人，对他们提供无偿或低收费的服务。

　　推进建立福利服务制度方面，积极推动地方政府对建设服务设施进行补贴，形象地说叫“补砖头”。同时对公办和民办养老机构的运营进行补贴，叫“补床头”。现在重点要推进的是要“补人头”，补到老年人自己身上来。在这方面，民政部已积极推动地方对困难的老人，一是高龄津贴，二是服务补贴，三是护理补贴，到目前为止，全国有18个省建立了80岁以上的老年人的高龄津贴，有22个省建立了服务补贴，还有3个省建立了护理补贴。通过补人头，让老年人有钱买服务，不仅满足自身服务的要求，同时也能够带动老年消费的形成，带动老年产业的发展。

　　在监管方面，一方面要放宽条件，降低门槛，鼓励民营资本进入。同时要依法进行制度化、规范化、标准化、信息化的管理，维护广大老年人的权益。

　　推进公办养老机构进行公建民营的市场化改革

　　在鼓励民间资本方面，窦玉沛指出，9月国务院出台的《关于加快发展养老服务业的若干意见》，对于民间资本进入养老服务业在投资、融资、土地利用、税费减免、补贴支持、人才培养以及慈善捐赠的优惠等方面，提供了众多的优惠扶持政策。

　　为此，民政部将重点做好三方面，第一，正在会同有关部门制定国务院意见的配套政策，国务院在下发文件时将45个具体的配套政策分解到35个部门，其中民政部牵头的有19项，配合的有20项，正积极推进，按时限完成。

　　第二，推动地方制定贯彻落实国务院意见的具体办法，结合各地实际，使之更有针对性和操作性。

　　第三，要深化改革，营造环境。民政部将确定部分地区进行养老服务业综合改革试点，力争在优惠政策方面再取得突破。同时民政部将积极推进有条件的公办养老机构进行市场化改革，对于新建的公办养老机构，原则上实行公建民营，同时进一步推动民办公助、政府购买服务，营造公办养老机构和民办养老机构公平竞争的氛围。
