　　中新社北京12月5日电 (记者 高凯) 民政部部长李立国5日表示，实施行业协会商会类、科技类、公益慈善类和城乡社区服务类四类社会组织直接登记工作，在社会组织的登记管理上取消不必要审批，下放权限。

　　李立国介绍，民政部门将实施四类社会组织直接登记工作。实施行业协会商会类、科技类、公益慈善类和城乡社区服务类四类社会组织，可以依法直接向民政部门申请登记，不再经由业务主管单位审查和管理。四类社会组织的直接登记工作在全国层面和地方各级层面都在逐步试点和铺开。

　　已经成立的四类社会组织与原有业务主管单位脱钩要有一个过渡期，所以正在修订《社会团体管理条例》，下一步还要修订《基金会管理条例》和《民办非企业单位管理条例》，将按照修订的条例依法有序完成原有社会组织的过渡工作。

　　与此同时，在社会组织的登记管理上取消不必要的审批，下放权限。民政部已经提出取消社会团体筹备成立的审批，取消社会团体和基金会设立分支机构的审批，同时要将异地商会和基金会的登记成立的审批权从省级民政部门下延到县级以上民政部门。

　　此外，要限期实现行业协会商会类社会组织与行政机关真正脱钩。在行业协会商会与行政机关脱钩上，争取在明年1月份之前，在全国性行业协会、商会中选择约100个单位进行试点，明年铺开实施试点工作。从全国性行业协会商会到地方各个层次的行业协会商会，争取到2015年底前实现真正脱钩。(完)
