　　新华网北京12月5日电(记者吴晶 刘奕湛) 教育部副部长刘利民5日在接受记者采访时表示，根据党的十八届三中全会的部署，教育部已经完成制定考试招生总体方案，即将面向全社会公开征求意见。之后，修改完善，印发实施。

　　刘利民说，《中共中央关于全面深化改革若干重大问题的决定》明确考试招生制度改革的顶层设计，是我国教育考试招生制度系统性综合性最强的一次改革，将显著扭转应试教育倾向，为亿万学生提供多样化的学习选择和成长途径，构建衔接沟通各级各类教育、认可多种学习成果的人才成长“立交桥”。

　　刘利民向记者透露，在总体方案的框架下，将陆续出台包括小升初、高中学业水平考试、中考和高考改革办法等多个配套实施意见。

　　在小学和初中阶段，教育部已制定《关于进一步做好小学升初中免试就近入学工作的实施意见》，即将印发，在合理划定入学范围、有序确定入学对象、规范办理入学手续、全面实施阳光招生、不断减少特长招生、大力推进均衡发展，实行学区化办学等方面对各地提出明确要求。

　　“我们要创造条件，为学生提供一门课程可以参加两次考试的机会，同时计最好成绩。”他说。

　　近年来，高考改革的步伐逐渐加快，民众对综合素质评价能否客观真实的质疑不绝于耳。刘利民说，我们要着重引导学生，积极参加社会实践和志愿服务活动，建立健全信息公示等诚信机制，确保材料真实可靠。

　　他还向记者强调，国家要改革统一高考，改革的重要基础，就是统筹高考和高中学业水平考试各自的功能定位。在建立健全高中学业水平考试制度的基础上，减少高考科目，探索不分文理科设置考试科目。探索外语科目一年多次的社会化考试，学生可自主选择考试时间和次数，使外语考试、成绩、表达和使用更加趋于科学合理。
