　　新华网北京12月5日电 在5日举行的国新办新闻发布会上，民政部部长李立国回应了记者有关县改市的提问，李立国说，民政部将在调查研究的基础上，提出对1993年制定的设市标准的修改意见，形成和完善新的设市标准。

　　[记者]这几年中国从东部沿海到西部内陆出现了很多地方县改区的情况，这个情况也得到了民政部的批准，为什么要批准这么多县改区，未来县改市是否会开闸？

　　[李立国]行政区划管理，包括行政区划调整，是国务院的责权，是民政部门的管理和办理职能。这次三中全会《决定》中明确提出要优化行政区划设置，要完善设市标准，严格审批程序，具备行政区划调整的县可以有序改市，这两个提法也可以视为是关于行政区划管理工作和改革的两个决策型意见。在实施上，关键在于具备条件、符合条件，这个“条件”就是要完善设市标准，民政部正在进行调查研究，将在调查研究的基础上，提出对1993年制定的设市标准的修改意见，形成和完善新的设市标准。
