国务院决定2013年开展第三次全国经济普查。这是我国步入全面建成小康社会决定性阶段进行的一次重大国情国力调查。搞好这次普查，全面摸清我国第二、三产业家底，全面查实各类单位基本情况，有利于党和政府加强和改善宏观调控，科学制定中长期发展规划和各项政策措施，实现稳增长、调结构、促改革、惠民生；有利于企业等各类市场主体正确判断行业发展和市场走向，更好地开展生产经营活动；有利于社会公众准确把握经济社会发展形势，更好地做出就业、消费、投资等选择。
此次经济普查的标准时点是2013年12月31日，普查时期为2013年1月1日—12月31日，普查对象包括我国境内从事第二产业和第三产业的全部法人单位、产业活动单位和个体经营户。为提高普查数据质量和效能，减轻基层和普查对象负担，此次普查全面采用电子化手段进行数据采集。
从2014年1月1日起，普查工作将进入现场登记阶段。届时，普查人员将佩戴统一的普查员证，使用手持电子采集设备(PDA)，对所有普查对象进行入户登记、单位空间定位和基本信息核实，并拍摄《营业执照》、《税务登记证》和《组织机构代码证》等三证或其他有关证照。联网直报单位(规模以上工业法人单位、有资质的建筑业法人单位、限额以上批发和零售业法人单位、限额以上住宿和餐饮业法人单位、房地产开发经营业法人单位和重点服务业法人单位)将按规定登录国家统计联网直报平台填报普查表；非联网直报单位和个体经营户将由普查人员通过PDA采集传输普查表数据。
依照《中华人民共和国统计法》和《全国经济普查条例》，普查对象应当如实、按时填报普查表；任何单位和个人不得以任何方式要求普查对象提供不真实的普查资料，不得伪造篡改普查资料。真实、准确、完整、及时地提供普查资料，既是您的法定义务，又是您的神圣权利。对于任何干预您真实填报普查数据的行为，希望您坚决抵制并积极举报。法律同时规定，各级普查机构及其工作人员对在普查中所知悉的国家秘密和普查对象的商业秘密，履行保密义务；普查取得的单位和个人资料，严格限定用于普查目的，不作为任何单位对普查对象实施处罚的依据。我们将严格遵守法律规定，切实履行保护普查对象合法权益的郑重承诺。
