　　法制晚报讯 (实习记者梅双) 应对人口老龄化挑战需调动民间资金。12月4日，在21世纪保险创新论坛上，财政部财政科学研究所所长贾康表示，要让养老形式多样化，可发展社区入托养老、老年大学等。

　　贾康说，三中全会提出国家治理体系和治理能力的现代化。他认为，“现代市场体系”是建设国家治理体系的关键。

　　中国宏观经济短期到中期发展中的升级换代，其中就包括养老产业的创新和发展。应对人口老龄化挑战除了政府作为和市场发挥作用外，还应发挥社会第三方机构的作用。要调动民间已经雄厚壮大起来的社会资金、企业资本，再加上公益机构、志愿者组织，形成一个中国养老新模式。

　　首先，福利院和养老院要多样化发展。目前，公立的福利院和养老院极度短缺。财政在这方面须起到作用，使公立养老院保持相对优势。同时，发展民办的、多层次的养老院，这里面包括高端、中端、低端等多样的选择和具体的形式。

　　另外，要发展居家养老。随着人口老龄化加剧，城市中有很多潜在的居家养老服务对象，这是一个不小的市场。但是没有专业化素养和有效运行的团队，贸然进入居家养老市场的风险显而易见。发展居家养老需要政府支持，企业社会机构主体的创业智慧。

　　此外还有一种社区入托养老。老人们本来就是街坊邻居，社区又有街道办事处这样的运营机制，可以给予一定配套措施之后，这些老人可以像孩子一样入托。配上一定财政引导和政策支持，社区入托养老是有望在通盘养老形式里占有重要一席之地的。

　　贾康认为，还可以探索更复杂点的养老形态，比如老年大学式的养老，集园区、机构、居家融合在一体，一些学校硬件空闲下来可转为老年大学。老年大学可联合政府、企业、中介组织、志愿者组织、民办教育机构，各取所需，寻求共赢。
