　　新华社北京11月30日电12月1日是世界艾滋病日。中共中央总书记、国家主席、中央军委主席习近平近日就《中共北京市委关于艾滋病防治工作情况的报告》作出重要指示。他强调，做好艾滋病防治工作，关系人民生命健康、关系社会和谐稳定，是党和政府义不容辞的责任。各级党委和政府要坚持以人为本、以民为本，以对人民高度负责的精神，切实把艾滋病防治工作抓紧抓好。

　　习近平强调，要坚持预防为主、防治结合、依法防治、科学防治，落实“四免一关怀”政策，加强人文关怀，动员社会力量积极参与，消除社会歧视，为感染者和病人提供及时有效的治疗和帮助，让他们感受到社会主义大家庭的温暖。

　　过去一年来，在党中央坚强领导下，各地区各部门全面落实各项措施，加大保障力度，艾滋病防治工作取得新进展。中央财政加大了对艾滋病防治工作经费支持，2013年投入经费比2012年增长10.5%。监测检测、综合干预、抗病毒治疗、预防母婴传播覆盖面进一步扩大。全国大部分地区已将艾滋病机会性感染纳入新农合大病保障范围，25个省份出台了城乡居民大病保险试点实施方案，艾滋病患者的医疗费用负担进一步减轻。
