　　新华网西安11月29日电(记者冯国)陕西省日前正式启动“黄帝陵祭典活动”申报世界非物质文化遗产名录工作，以更加有效地保护黄帝陵这份民族遗产，传承中华文明，团结凝聚海内外中华儿女，彰显中华文化的永恒魅力。

　　陕西省公祭黄帝陵工作委员会办公室表示，“黄帝陵祭典活动”于2006年列入我国第一批非物质文化遗产名录，目前已具备申报世界非物质文化遗产名录的各项条件。

　　黄帝陵位于陕西省黄陵县桥山之巅，是中华民族始祖轩辕黄帝的陵寝，1961年被国务院公布为首批全国重点文物保护单位，属于古墓葬类第一号，世称“天下第一陵”。

　　根据研究，黄帝陵祭典活动最早见诸史料的后世帝王祭祀是周威烈王四年(前422)秦灵公作吴阳上，专祭黄帝。汉代以后，祭祀黄帝形成历朝历代定例。1911年，孙中山先生就任临时大总统，专程派人赴黄帝陵祭祖。抗战时期，国共两党几度同祭黄帝陵，毛泽东主席亲自撰写祭文。黄帝陵祭祀活动在长期的实践中已形成一定的规模格式和祀典礼仪，大致可分为官(公)祭、民祭两种形式。

　　专家介绍，世界非物质文化遗产名录是由《保护非物质文化遗产公约》成员国家申报，联合国教科文组织评审后批准纳入。申请世界非物质文化遗产名录有三个基本条件：一是艺术价值，二是处于濒危的状况，三是有完整的保护计划。申报世界非物质文化遗产名录，首先应是本国的非物质文化遗产名录。
