　　[记者]请问赵部长，对一般人来说，监狱是高墙深院，十八届三中全会又说出司法公开，刚才看到您提供的材料里也说到了狱务公开，请问监狱公开有哪些措施？

　　[赵大程]刚才我在前面介绍的时候已经讲了，进一步推行狱务公开，将是我们落实三中全会《决定》精神，推进司法行政体制改革的一项重大的任务。所谓的狱务公开就是要把监狱的工作能够公开的事项要向罪犯和社会公开。狱务公开是我们推行政务公开的一个组成部分，也正如刚才这位记者所讲的，也是我们司法公开的一个组成部分。我们司法部经过研究认为，实行狱务公开，这非常有利于我们加强监狱工作的规范化、制度化和科学化的建设。有利于我们规范监狱干警的执法行为，使大家不熟悉的监狱工作能够让大家相熟悉，这样能够更好地监督促进我们严格规范文明执法。同时，也让罪犯能够安心、稳定地在监狱当中服刑。用现在比较流行的一句话，就是也有一个合理的心理预期。

　　我们从2001年开始，在全国就正式实行了狱务公开制度。所谓的狱务公开，我在这里可以向大家稍微介绍得形象一点，也就是两个内容的公开和两个方面的公开。两个内容的公开，一是事关罪犯服刑的有关内容，比如说罪犯进到监狱里的权利义务，他的考核、他的奖惩，以及和罪犯相关的假释、保外就医等等，他需要什么样的条件，需要什么样的程序，实行这些考核，他的结果是什么，要进行公开。二是监狱管理工作。监狱怎么样进行管理工作，怎么样进行教育，怎么样安排罪犯的生活、劳动等等，这些都要公开。这是两个内容的公开。

　　两个方面的公开，就是要把这些公开的内容向罪犯进行公开，同时要向罪犯的家属和社会公开。我们实行了十几年，接近二十年，应该说他的这种工作效益非常显著，大大提高了我们监狱严格文明执法的程度，稳定了罪犯的情绪，也促进了罪犯能够认真改造。

　　我们按照三中全会推进司法公开，毫无疑问要继续推行狱务公开。推行狱务公开，下一步工作的重点就是两点，一是围绕着监狱执法的关键环节，要进一步完善我们公开的内容。所有应该公开的，都要向社会、向罪犯和他的家属公开，也就是说广而公开。二是公开的方式要调整，要改进。从最初的只是张榜、上墙这样一种简单的方式、落后的手段，要向更多的现代化的、信息化的手段去使用，能够使我们公开的方式更加便于大家去了解，便于大家去监督，这样比较完整的、完善的、科学的狱务公开制度，来保证我们监狱工作继续按照中央的要求落实这种宽严相济的刑事政策，严格、文明、科学执法，使我们国家罪犯改造质量能够再向前迈进一步。
