According to reports, the Ordinance expressly provides that any unit and individual is prohibited in the national nature reserve of Daqing engaged in logging, grazing, hunting, construction of the Tomb, the wild fire, operating activities such as fetching water, destruction of forest vegetation. In reserve, burning incense paper, heating, picnics and other outdoor use of fire, shall be ordered to stop illegal activities by the protected area management agencies and impose a fine of less than 1000 Yuan and 3,000, shall be investigated for responsibility. In accordance with the relevant plan, Daqing mountains national nature reserves are divided into core areas, buffer zones and experimental areas. Outside the core area for the buffer, only be allowed to enter the observation in teaching and research activities. Outside the buffer zone for the experimental area, conducting scientific experiments, teaching internships, study tours, tourism, as well as activities such as domestication and breeding of rare and endangered species of wild fauna and flora.

As a rule, any unit or Department may alter reserve master plan, ultra vires grant entry to protected areas, or those responsible will get administrative punishments or criminal responsibility shall be investigated.

　　新华网呼和浩特11月30日电(记者 李云平) 记者从内蒙古自治区林业厅获悉，《内蒙古自治区大青山国家级自然保护区条例》(简称条例)自12月1日起施行。

　　据了解，大青山国家级自然保护区位于内蒙古包头市、呼和浩特市、乌兰察布市境内，总面积388577公顷，属于森林生态系统类型，具有生物的自然性、多样性、典型性，是中国北方地区重要的生态屏障。

　　据介绍，条例明确规定：禁止任何单位和个人在大青山国家级自然保护区内从事砍伐、放牧、狩猎、建造坟墓、野外用火、进行经营性取水、破坏林木植被等活动。在保护区内燃烧冥纸、取暖、野炊等野外用火的，由保护区管理机构责令停止违法行为，并处以1000元以上3000元以下的罚款，依法追究相关责任。在保护区内建造坟墓、携带动植物疫原体进入保护区、进行经营性取水或者拦截水源的，由保护区管理机构或者有关部门责令停止违法行为，并处以5000元以上1万元以下的罚款，依法追究相关责任。

　　按照相关规划，大青山国家级自然保护区划分为核心区、缓冲区和实验区。核心区为保存完好的天然状态的生态系统以及珍稀、濒危动植物的集中分布地，任何单位和个人不得擅自进入。核心区外围为缓冲区，只准进入从事教学科研观测活动。缓冲区外围为实验区，可以进行科学试验、教学实习、参观考察、旅游以及驯化、繁殖珍稀、濒危野生动植物等活动。

　　按照规定，任何单位或部门不得擅自变更保护区总体规划、超越权限批准进入保护区，否则相关责任人将被行政处分或追究刑事责任。

　　据了解，内蒙古有关部门将在进出保护区的主要沟口设置检查哨卡，对进出保护区的车辆、人员进行检查登记。
