[Zhang Enxi] you have to actually say this question is on the issue of handling the situation, the community are very concerned about the problem. We believe that the petition for judgment and understanding of the situation it is necessary to see a local would also like to see the big picture, we must look at the individual to see the General, we must look now to see trends. Currently, national petition situation overall is stable, from 1 – letters of October statistics data, steady drop in the volume of letters and calls, working bodies 1-petition organs above the county level in October over the same period last year, the amount of letters and calls have fallen 2.1%. 　　新华网北京11月28日电 在28日举行的国新办新闻发布会上，国家信访局副局长张恩玺表示，从今年1—10月份统计的信访数据来看，群众来信来访的情况，主要的还是利益诉求，而且是反映自身利益的，反映自己在工作生活当中遇到的各种各样的困难，主要集中在民生领域。反映的这些问题比较突出的有三个方面：一是农村土地征用问题，二是城镇房屋拆迁问题，三是劳动和社会保障问题。这三个方面的问题在信访当中反映是比较突出的。

　　[香港文汇报记者]我的问题是提给张局长的，近几年百姓上访事件时有发生，请张局长谈一谈目前信访工作的总体形势。

　　[张恩玺]你提得这个问题实际上讲的是对信访形势怎么看的问题，这个问题社会各界都很关注。我们认为对于信访形势的判断和认识既要看到局部也要看到全局，既要看到个别也要看到一般，既要看到现在还要看到发展趋势。我们认为这样才能客观全面地看待、认识和把握信访形势。当前来看，全国的信访形势总体是平稳的，从今年1—10月份统计的信访数据来看，信访量也是稳中有降的，县级以上党政机关信访工作机构1—10月份的信访量比去年同期下降了2.1%。从群众来信来访的情况看，主要的还是利益诉求，而且是反映自身利益的，反映自己在工作生活当中遇到的各种各样的困难，主要集中在民生领域。反映的这些问题比较突出的有三个方面：一是农村土地征用问题，二是城镇房屋拆迁问题，三是劳动和社会保障问题。这三个方面的问题在信访当中反映是比较突出的。

　　借这个机会，我也想给大家简要介绍一下今年的信访形势和往年相比的新变化：一是出现了群众来信上升、来访下降的情况。来信与去年同期相比上升了3.8%，来访批次、人次同比分别下降了2.1%和3.2%。群众来信当中给党委政府提出关于社会管理和经济社会发展方面的意见、建议上升了3.8%。通过数据分析，反映出信升访降的状况是信访群众实施信访行为更为理性化，我们认为这是一个好的趋势。

　　第二方面，群众初次来信和初次来访下降，就是第一次到一个地方反映问题，第一次写信反映问题，比以往下降。在全部来信来访当中，初信初访同比下降了3.7%，这表明新发生的问题，特别是当年新发生的问题有所减少。

　　第三方面，较大规模的集体上访同比下降。集体上访同比下降了3.1%，50人以上较大规模的集体上访下降了12.9%。我们认为，这种状况说明信访的秩序有所好转。

　　当然我们在看到信访形势总体平稳的同时，也认识到现在信访总量虽然下降，但是数量还是比较大的，这与经济社会的发展情况和社会管理的情况是不匹配的，一些领域的信访问题所占比重下降，但问题还是比较集中，刚才我已经讲到了几个方面。要实现信访形势的根本好转，还有大量的工作要做，当然，也需要我们社会各界方方面面和在座的新闻界朋友们的关心和支持。
