　　中新社东京11月27日电 中国驻日本大使程永华27日在日本冈山县发表演讲时呼吁日本在改善中日关系上拿出诚意和实际行动。他同时在讲话中强调，中国划设东海防空识别区不针对任何特定国家。

　　程永华在谈到中国最近划设东海防空识别区问题时表示，中国划设东海防空识别区不是新动作，上世纪50至60年代，有不少国家和地区都设立了防空识别区，中国和它们并无不同。

　　程永华在演讲中指出，由于众所周知的原因，当前中日关系仍处于十分严峻的局面，两国高层交往陷入停顿，政治互信削弱，各领域交流合作受到干扰，国民友好感情出现下滑，这不符合两国和两国人民的利益。

　　程永华表示，中国一贯重视中日关系，愿继续在中日四个政治文件基础上，本着“以史为鉴、面向未来”的精神，推动中日战略互惠关系不断向前发展。中方希望日方能够充分重视和正面理解中方的积极姿态，在改善中日关系上拿出诚意和实际行动。

　　程永华说，目前钓鱼岛问题在两国关系中十分突出，是导致两国关系胶着的主因。虽然双方主张和立场不同，中方愿与日方坚持通过对话协商妥善处理这一问题，为管控问题找到出路。同时，双方要切实加强危机管理，防止不测事态，维护好相关海域的平静和稳定。

　　程永华说，中日两国是不能搬家的近邻，“和则两利、斗则俱伤”是双方从两千年交流史和近代不幸历史中得出的深刻经验和教训。两国人民只能友好，不能对立。

　　程永华说，近段时间由于两国政治关系僵冷，两国友好交流受到影响，国民友好感情遇到冲击。面对现状，双方应坚持不懈地增进两国人民的相互理解和友好感情，夯实两国关系稳定发展的社会基础，进一步加强草根、地方友好城市间以及两国媒体间的交流。(完)
