　　法制晚报讯(记者王选辉)国台办新闻发言人范丽青27日表示，大陆《旅游法》的实施对两岸旅游持续健康发展已经起到了积极作用。《旅游法》对购物并没有完全禁止，该法是说旅游不能以购物作诱饵，搞一些不合理的行程，也不能强迫旅客去进行购物行为。

　　范丽青表示，最近关于赴台游还能不能购物的问题，台湾方面也有一些呼声。安排购物行程要和旅客沟通，取得旅客同意，另一方面也不得影响那些不参加购物的旅客的行程。规范旅游更加健康有序，使旅游能够有长远、可持续发展。

　　有记者提问说，近来有媒体报道说大陆已经打算筹建海峡两岸投资争端调解机构，并且已经有首批推荐单位名单，请发言人证实。

　　范丽青说，两岸投保协议生效后，双方按照协议规定指定了两岸投资争端解决机构。大陆方面投资争端解决机构共有14家，包括贸促会调解中心以及福建、浙江、广东、湖南、陕西、厦门等6个下属调解中心，贸易仲裁委员会投资争端解决中心及上海、西南、华南、江苏、山东、湖北等下属的6个办事处。这些机构将为调解、解决投资者与投资所在地一方的投资补偿争端提供服务。

　　有记者在发布会上就“台湾经济主管部门修订陆资赴台投资许可办法，对陆资赴台投资严格审查，从严管理”询问发言人看法，范丽青做出上述回应。

　　范丽青称，“大陆企业赴台投资给台湾经济、就业都带来了积极影响。希望台湾有关方面切实按照两岸投保协议的约定，逐步减少或消除对陆资赴台的不公平、不公正待遇。”
