　　连维良表示，下一阶段，发改委将在取消下放审批事项、提高审批效率以及加强监管规范准入三个方面加速改革。“我们在已经下放44项行政审批事项的基础上，还在进一步清理(行政审批事项)。”连维良说。

　　连维良介绍，针对取消下放审批事项，发改委提出了“三个一律”：凡是市场能够调节的经济活动，政府一律不再审批。凡是企业投资项目，除了关系国家安全、生态安全，涉及全国重大生产力布局、战略性资源开发和重大公共利益等项目外，一律由企业依法依规自主决策，政府不再审批。还有就是确需保留的审批项目中，凡是直接面向基层、量大面广、由地方管理更为方便有效的经济社会事项，一律交由地方和基层管理。

　　“对于继续保留的审批事项，则要进一步提高审批效率。”连维良介绍，发改委对此提出明确要求——简化手续、优化程序、在线运行、限时办结。他说，按照这个要求，原有的一些审批程序会大大简化，尤其是要取消一些前置性审批，并将一些串联审批变为并联审批，发改委现在正按照要求进行内部项目审批机制的再造。
