　　新华网石家庄11月26日电(记者李俊义)记者从河北省石家庄市政府了解到，12月1日，这个市将施行新的大气污染防治管理办法。办法规定，在大气受到重度污染情况下，市政府将采取强制性应急措施，包括责令排污单位停产或部分停产、部分机动车停驶。

　　据介绍，办法实施后，石家庄市将实行机动车环保检验合格标志分类管理制度，环保标志分为绿色和黄色。未取得环保标志的机动车，不得上路行驶。外地机动车转入本市的，应当符合机动车污染物排放标准，经检测合格方可转入；未检测或者检测不合格的不予转入。

　　办法规定，向大气排放污染物的企事业单位，必须安装净化装置或者采取其他防护措施，并保证大气污染防治设施的正常使用；在生产过程中向大气排放有毒、有害污染物的单位，以及相关部门确定的重点污染源单位，应当将其环境信息通过媒体、互联网等方式，或者通过公布企业年度环境报告的形式向社会公开，并应当在本单位门口设置大屏幕显示屏，接受公众监督。

　　为防止扬尘，办法规定城市裸露地面应全部绿化。学校裸露操场应改为塑胶跑道，操场中央铺设人工草坪或硬化，操场周围采取绿化、硬化措施；对厂区裸地、单位及家庭庭院、居住小区等不进行绿化处理的裸地，应实施生态型硬化、透水性铺装等措施。
