　　本报讯（记者 刘洋）国家卫计委近日发布《需要紧急救治的急危重伤病标准及诊疗规范》，要求院前急救人员必须及时、有效地对符合标准的急危重伤病患者实施急救，不得因患者因身份不明、无能力支付医疗费用等理由拒绝或拖延救治。

　　在院前医疗急救中，规范中指出，针对各种若不及时救治病情可能加重甚至危及生命的疾病，其症状、体征、疾病符合急危重伤病标准的急危重伤病，院前急救人员必须及时、有效地对上述急危重伤病患者实施急救，不得以任何理由拒绝或拖延救治。其中包括休克、呼吸困难、呕血等多项急症以及心脏骤停、呼吸衰竭、烧烫伤、电击伤等危重症疾病。急救流程包括接到指挥调度中心指令后2分钟内派出救护车转运至相关医院等。

　　在急诊救治中，规范指出，急诊救治范围主要针对急症患者中的危重症，即濒危和危重病人。包括无呼吸无脉搏病人，急性意识障碍病人，或可能导致严重致残者，应尽快安排接诊，并给予病人相应处置及治疗。

　　据国家卫计委官方解读，诊疗规范只是针对各种急危重伤病的最基础和最必须的治疗手段，而不追求急救技术的高精尖，也不考虑生命体征平稳后的下一步治疗。作为技术性文件，指导各级各类医疗机构开展急危重伤病患者的规范化诊疗工作。

　　卫计委介绍，近年来，随着基本医保覆盖面的扩大和保障水平的提升，公众看病就医得到了基本保障，但仍有极少数需要急救的患者因身份不明、无能力支付医疗费用等原因，得不到及时有效的治疗，造成了不良后果。因此，建立疾病应急救助制度，解决这部分患者的急救保障问题，是健全多层次医疗保障体系的重要内容，也是解决公众实际困难的客观要求。
