　　对于下一步放权工作，连维良概括为三个“一律”：凡是市场能调节的经济活动，政府一律不再审批；凡是企业投资项目，除了关系国家安全、生态安全、涉及重大生产力布局、战略性资源开发和重大公共利益之外，一律由企业依法依规自主决策，政府不再审批；凡是政府直接面向基层，由地方管理更为有效的经济社会事项，一律交由地方管理。

　　原来属于发改委的审批程序也要大大减化，特别是大幅度取消前置性的审批事项，而且将串联审批变成并联审批，现在发改委正在按照这个要求进行内部项目审批机制的再造。

　　价格改革是整个经济体制改革中的重要部分，随着改革深化，价格改革的力度也在不断加大，截至目前，有95%以上的消费品，97%以上的生产资料已经形成市场竞价，按照全会精神，进一步完善市场形成价格的机制，凡是市场能形成价格政府就不再干预。

　　“除了重要公共事业，公益性服务，网络性自然垄断环节由政府定价外，其余的部分都要逐渐放开。”连维良称。

　　此外，在价格调整过程中充分考虑群众承受能力，特别是在水电气这类价格领域，区分基本需求和非基本需求，在基本需求方面要尽量保障价格稳定，非基本方面要考虑市场的关系。另外要区分增量和存量，存量部分要分步到位，对于增量部分要逐步到位。

　　把蓝图变成方案，再把方案变成现实，显然需要一段时间。连维良介绍，本轮价格改革完成的时间表为2020年。
