  航运界的“反腐旋风”开始集中爆发,不到一个月的时间里,已经先后有三名在位或曾经在位的高管落马。


  记者昨天从多位行业内人士处证实,继中远系多位高管被带走调查后,另一大国内航运巨头中海集团旗下公司的前任和现任管理层也陆续被带走调查,其中包括中海发展(600026.SH)和中海油运前任总经理茅士家及中海油运生产运营部副总刘厚平,以及曾在中海集团和大新华物流担任过高层的贾鸿祥。


  在目前航运业整体仍处低谷的形势下,航运业内腐败案件频发,虽然与行业的不景气没有直接关系,但却反过来开始影响航运企业的具体经营。


  “秋后算账”


  中海集团多位内部人士告诉本报记者,本月初就听说了中海油运生产运营部副总刘厚平被带走调查的消息,虽然公司内部并没有对此进行正式的通报,但刘厚平本人至今未回归工作岗位。


  茅士家主管中海油运时期,刘厚平则是中海油运航运部的副职,该部门主要管调度、租船、揽货等业务。


  而刘厚平的被调查与茅士家事发有关,后者在2011年已经从中海发展总经理和中海油运总经理的位置上退休,随后加入了一家民营企业大连瑞海石油化工品船舶运输有限公司担任董事长。


  中海油运是中海发展的子公司,管理着中海集团旗下的70多艘油轮,多位行业内人士对本报记者介绍,茅士家虽然也曾经担任中海发展总经理,但主要参与管理的还是油运业务,而在其在任期间,其儿子在外注册了一家公司,利用中海油运的关系做业务。但目前尚不能明确茅士家因为何种原因被调查。


  在中海系多位人士眼中,茅士家在业务能力上口碑不错,在来到中海之前,茅士家曾在招商集团旗下的招商油轮任职,招商油轮拥有中国最大的油轮船队。而刘厚平当年也曾是中海广州货运最年轻的处级业务干部,目前在中海油运主要负责管理船舶调度等操作业务。


  不过,贾鸿祥则与茅士家和刘厚平没有直接关系,虽然其曾经担任过中海集团及下级公司多个高层管理职位,但在2007年已经跳槽到海航集团成立的大新华物流担任副董事长兼总裁,后又担任公司董事长。


  多位行业内人士预计,贾鸿祥事发或与其在执掌大新华物流时签下的长期高额租金合同等有关。


  值得注意的是,在今年9月份,海航集团在处理与沙钢船务的债务纠纷时就曾经表示,2008年大新华轮船与沙钢船务签署的租金价格高达每日5.25万美元(目前,这一船型的租金价格已经缩水一半),这在当时业界大多认为航运风险不小的情况下,还签下长达七年的高价租船合同有不正常之处。


  行业寻租空间大


  就在不久前的11月7日,另一大国内航运巨头中远集团刚刚确认其党组成员、副总经理徐敏杰被有关部门调查,而在此之前,中远集团旗下的青岛远洋运输有限公司原副总经理宋军及大连远洋运输有限公司原总经理孟庆林传出被调查的消息。


  对于近期航运业界频繁有高管事发,多位行业内人士对本报记者分析,这与近期中央加大了反腐力度,而航运业内又是各种寻租空间巨大有关,不管是船舶租赁、运价制定,航运业的很多链条如果缺乏监管,都是滋长腐败的土壤。


  “比如租船合同,运输公司的高层通过在外建立自己的关联公司,从外部租来船舶再高价转租给运输公司赚差价的情况并不是个案,再比如货运价格,国内运价一船就在200万美元左右,国际运价一船甚至在900万美元,暗箱操作空间巨大,又没有严密的监管系统,有些甚至不进行招投标,全凭个人说了算。”一家国有航运公司的内部人士告诉本报记者。


  不过,上述人士透露,在最近航运反腐案件频发的背景下,上述情况已经有所收紧,但日常工作也受到了影响,比如掌握货源的货运代理如果要求申请一船优惠价格,现在很难审批下来,各层领导都怕负担不必要的责任(比如下属链条中是否有回扣风险),而这也导致公司的货量减少,日子更加不好过。


  根据已经公布的三季报,中海集团旗下的两家上市公司中海集运(601866.SH)和中海发展三季度仍未摆脱亏损,而中远集团的上市公司*ST远洋(601919.SH)前三季度更是亏损20.34亿元,如果不加紧甩卖资产,年底将面临暂停上市的尴尬。
