  “八项规定”升级版——《党政机关厉行节约反对浪费条例》(下称《条例》)日前下发,其中对公车管理作出了严格规定。


  《条例》明确,将取消一般公务用车,保留必要的执法执勤、机要通信、应急和特种专业技术用车及按规定配备的其他车辆,普通公务出行实行社会化提供,适度发放公务交通补贴。


  《条例》分12章、65条,是党政机关做好节约工作、防止浪费行为的总依据和总遵循。除公车管理外,《条例》还对党政机关经费管理、国内差旅、因公临时出国(境)、公务接待、会议活动、办公用房、资源节约等方面作了全面规范。


  公车改革二十年


  《第一财经日报》记者根据新华社、人民网等媒体的公开报道统计,我国公车改革已近二十年,其中货币补贴、公车统一管理、公车规范化管理是三种主要方案。


  1993年,广东省东莞市沙田镇率先开始取消领导干部的公务用车,改发交通补贴。


  1994年,中办、国办联合颁发《关于党政机关汽车配备和使用管理的规定》,主要对省部级(包括副省部)干部用车做了规定。


  2004年国家机关事务管理局印发的《中央国家机关公务用车编制和配备标准的规定》也参考了1994年的公务用车配备标准:部长级干部配备排气量3.0升(含3.0升)以下、价格45万元以内的轿车;副部长级干部使用排气量3.0升(含3.0升)以下、价格35万元以内的轿车;一般公务用车配备排气量2.0升(含2.0升)以下、价格25万元以内的轿车。部长级以及副部长级干部专车及公务用车按1人1辆定编,一般公务用车,根据内设的司(局)级机构和机构的人员编制定编。


  2011年中办、国办发布《党政机关公务用车配备使用管理办法》再度收紧,明确一般公务用车,中央和国家机关每20人不超过一辆。一般公务用车排气量也降至1.8升(含)以下、价格18万元以内。


  尽管多次车改,但这一问题一直没有得到根本解决。据财政部2011年初公布的数据,目前我国每年公务用车购置费支出增长率在20%以上,年公务用车消费支出超过1000亿元。


  新一届政府上台后,公车改革更成为“反四风”与治理“三公”中的重中之重。


  根据中央纪委监察部18日发布的《各省区市查处中央八项规定精神问题汇总表》,从“八项规定”实施到今年9月30日,各省区市查处违反公务车管理使用有关规定问题4851件,在所有问题中占比最大。


  今年10月,中纪委办公厅回复全国人大代表建议时,提出要制定出台有关公务用车制度改革的指导意见、稳步推进公务用车制度改革。


  中纪委称:“全国条件成熟的地区和部门,推行公务用车统一标识、GPS定位等制度;在全国实行公务用车经费在财务上单独列项和单车定额核算制度。对于广东等地公务用车改革的做法和经验,将认真进行研究论证,制定出台有关公务用车制度改革的指导意见。”


  取消一般公务用车


  相较于上述规定,《条例》着眼更为宏观,并明确规定取消一般公务用车。普通公务出行由公务人员自主选择,实行社会化提供。适度发放公务交通补贴,不得以车改补贴的名义变相发放福利。


  《条例》还区分了一般公务用车和定向化保障的公务用车。指出党政机关应当从严配备实行定向化保障的公务用车,不得以特殊用途等理由变相超编制、超标准配备公务用车,不得以任何方式换用、借用、占用下属单位或者其他单位和个人的车辆,不得接受企事业单位和个人赠送的车辆。严格按规定配备专车,不得擅自扩大专车配备范围或者变相配备专车。从严控制执法执勤用车的配备范围、编制和标准。


  根据《条例》,公务用车将实行政府集中采购,选用国产汽车,优先选用新能源汽车。


  对于《条例》中所提到的“适度公务交通补贴”,成都市一位市局级单位的部门负责人告诉记者:“早就听说要以公务交通补贴的方式取消领导配车,从个人角度讲,我十分欢迎这一方式,希望能得到落实。”


  上述人士向记者算了一笔账,如果实行交通补贴,按照他正处的级别,参照其他省市的执行标准,每月可领到大约1000元,而他的司机目前每月工资大约3000元,一增一减间就可看出政府支出的差额。


  但是这一方式仍存在疑问。反腐专家李永忠接受记者采访时称,采用以公务交通补贴的方式,很容易成为对公务员的变相福利,容易使群众产生新的不满,因此,在具体操作层面要慎重。


  北京大学教授刘剑文则认为,要约束“三公”消费,特别是治理“公车”,最终还是要回到制度化和法治化建设的轨道上来。归根到底要“按照十八大确立的精神,建立全口径的预决算管理体系,将政府全部收入纳入到预算管理制度中来”。东方IC图
