　　安全是天字号工程。11月25日，国务院事故调查组召开全体会议，“11·22”中石化东黄输油管道泄漏爆炸被定性为重大责任事故。

　　国务院调查组组长、国家安全监管总局局长杨栋梁指出，事故暴露出输油管道与城市排水管网规划布置不合理；安全生产责任不落实，对输油管道疏于管理，造成原油泄漏；泄漏后的应急处置不当，未按规定采取设置警戒区、封闭道路、通知疏散人员等预防性措施。

　　事故发生后，中共中央总书记、国家主席、中央军委主席习近平，国务院总理李克强均作出重要指示。11月24日习近平专程来到青岛市，考察事故抢险工作，并强调要追责。

　　与历次事故相比，国家领导重视程度之高，安排部署至迅速，前所少有。截至25日上午，事故共造成55人遇难，9人失踪，166人受伤。随着人数的增加，黄岛这个小城吸引世界目光。

　　黄岛是山东省青岛市所辖的一个辖区，三面环海，是优良的港湾。青岛市依托中石化1000万吨大炼油、丽东化工70万吨PX、国家石油储备基地、青岛港液体码头等大项目，谋划石化基地战略。黄岛则是青岛石化崛起的主要支撑点，是一个被石化项目包围的小城。

　　2009年黄岛石化区的一份官方资料显示，石化区内共有危险化学品从业单位19家，其中生产企业2家、存储企业8家、经营企业1家、液氨使用企业4家、在建企业4家；拥有油库5座，总存储能力达840万立方米；危化品码头7座，年吞吐能力5300万吨。

　　黄岛还是国家一期石油战略储备库所在地。石油战略储备是为保障国家能源安全，解决石油应急需求。储备基地由企业负责，有严格的国家石油储备动用管理和安全管理规定。

　　黄岛储备基地规模为320万立方米，储油区由32台10万立方米油罐组成，中石化管道公司负责管理。黄岛国家石油储备基地工程在2011年5月18日，通过国家竣工验收，正式转入生产运行。

　　中石化青岛千万吨大炼油所在地址同样在黄岛。青岛大炼油工程前后绵延13年才正式获批兴建，在建设过程中有诸多环保和安全的争议。

　　另一家化工企业——青岛丽东化工公司成立于2003年12月19日，是由韩国GS集团、阿曼国家石油公司、青岛红星有机化工有限公司共同投资5.94亿美金设立。

　　这是一家芳烃类(PX)企业，在建设前后均有争议。在此次事故中，丽东化工厂区是重灾区。在官方描述中：该项目是“青岛市建立石化基地的先行性项目”，“标志着本地石化行业的发展迈上新的台阶”。

　　但世事无常，尚未受其恩泽，有的人就已经离去。
