　　近日，台风“海燕”重创菲律宾，国际社会展开救援。中国感同身受，在自身遭受自然灾害的同时，中国政府和民间组织相继通过捐钱、捐物、派遣救援队等多种形式对菲律宾展开救助。

　　一国有难，世界支援，其核心是人道主义。然而一些境外舆论却早早地将救援行动降格为“国际政治秀”，以“作秀”水平的高低来评判，认为中国救援行动“小气”、“吝啬”，是一次“外交失败”。在某些人眼里，这场“救援秀”还是一场地缘政治较量，是一场军事投射能力的大比拼。他们有意无意间忘记了救援的本质：践行人道主义。

　　面对杂音、噪音、误解甚至攻击，中国泰然面对，始终按自己的处事准则和行动步调，密切关注灾情动态和受灾国实际，渐进式实施救援，这是中国基于自身考虑和受灾国需要做出的决定。杂音也好，误解也罢，中国没时间去受伤、去愤怒，因为中国很清楚，现在最重要的是去救人，是干实实在在的事。毕竟，践行人道主义靠的不是嘴皮子。

　　让行动说话吧。在两次捐助钱物基础上，20日下午中国红十字救援队奔赴菲律宾；21日，中国海军“和平方舟”号医院船向灾区进发。“中国式”救援虽低调，却务实有效，体现的是中国一向的乐善好施、急公好义，且不善张扬。

　　2002年以来，中国军队已执行数十次国际紧急人道主义援助，传播了友谊，凸显了人道关怀。“和平方舟”号医院船，此前赴亚非五国和拉美四国执行过“和谐使命”人道主义医疗服务任务，在东南亚参加过联合搜救演习，这次援菲可以说“驾轻就熟”。这个“流动的医院”上，105名优秀的军队医务人员将利用300多个病房和先进的医疗设施，展开一场令世人瞩目的“生命大营救”。

　　对遭遇天灾的国家伸出援助之手，是一个大国应有的道义，不应存作秀之心。中国对菲律宾施以援手，不为制造援金数额、救援力量等“轰动效应”，更不会进行所谓政治博弈和军力比拼，唯一考虑的是灾区民众的生命安全和健康需要。

　　中国一向秉承“与邻为善、以邻为伴”的周边外交政策。不管有些国家是否不愉快，是否还有纠结，中国都将坚守“一方有难，我必来援”的行为理念，用实际行动阐释人道主义，在救援中发挥应有作用。

　　中国对菲律宾的渐进式援助，有利于增进中国与包括菲律宾在内诸多国家人民的友谊和互信。诚如菲律宾民众对中国“雪中送炭”的感受：“一滴水也能反映出太阳的光辉”。
